About this file
This is a technical specification document issued by the City of Milwaukee for bolt-down aluminum street lighting pole assemblies available in five heights: 17 feet, 19 feet, 22 feet, 26 feet, and 31 feet. The specification establishes minimum requirements for poles to be purchased by the Department of Public Works–Infrastructure Services Division in accordance with the Build America Buy America Act. The poles must be round, tapered aluminum assemblies with welded bases, pole caps, bracket mounting surface cover plates, and stainless steel hardware. All poles are designed as double bracket units with a 4" x 6" hand hole and must meet the latest AASHTO specifications for structural supports. The 26-foot and 31-foot assemblies must support a 50-pound fixture with an effective projected area of 3 on each arm when equipped with 8-foot upsweep arms and double banners totaling 20 square feet mounted at 18 feet above grade. Wind load design must comply with AASHTO standard specifications for 90 miles per hour wind loads with appropriate gust factors, height, and exposure factors. Engineering calculations prepared and sealed by a Wisconsin-licensed engineer must be submitted within 30 days of bid award to demonstrate compliance with maximum stress and deflection requirements.
The specification requires all welds to comply with applicable ASME standards and all accessories to be pre-installed on poles before delivery. All shafts must be protected against weather damage and capable of storage for six months without discoloring or staining. Deliveries are to be made to the DPW-Infrastructure Services Division at 1540 W. Canal Street, Milwaukee, Wisconsin 53223, between 9:00 a.m. and 12:00 p.m. on Tuesdays through Thursdays, with 24-hour advance notice required. The manufacturer warrants goods for one year from installation, not to exceed two years from delivery, with the seller responsible for repair or replacement of defects at no cost to the City and reimbursement of removal and reinstallation costs if three or more units from the same order exhibit similar defects. Vendors must submit complete warranty statements with their bids or within three working days of request. Specification appeals must be submitted in writing to the City Purchasing Director no later than five working days prior to bid opening and must include an appeal fee of 1.25 percent of the estimated contract dollar value.

IV. INSTALLATION: Upon request of the City after bid opening, bidders shall furnish a list of locations where street lighting assemblies of this type which they proposed to furnish have been installed and are in service. This list shall include the name of a person to contact and the telephone number.
V. UNSUITABLE EQUIPMENT: Bids will not be considered for equipment or material that has previously failed to perform satisfactorily.
VI. BRAND NAMES:
A. REFERENCES: If articles have been identified in the bid by a "Brand Name" and model number, such reference is intended to be descriptive but not restrictive. It is for the sole purpose of indicating to the prospective bidders a description of articles that will be satisfactory. Other items of equal quality will be considered. Samples and/or demonstrations may be requested.
B. SUBSTITUTIONS: Unless the bidder clearly indicates in their bid that they are offering a different article, their bid shall be considered as an offering of the brand name article.
VII. TECHNICAL REQUIREMENTS: All features below shall be incorporated in the assembly and all items furnished and installed into a complete unit ready for use.
A. TYPE: The bolt down aluminum street lighting assembly to be furnished and delivered under this specification shall be round and tapered. The assembly shall be complete with shaft with welded base, pole cap, one bracket mounting surface cover plate and all necessary hardware. All screws and fasteners shall be stainless steel or other approved materials. Bracket arms are not part of this bid.
B. DESIGN:
1. The bolt down aluminum street lighting pole assembly shall be in accordance with this specification and Drawings B-13-14(17 ft) last revised 11/14/14, #B-14-11(19
ft) last revised 11/14/14, or B-14-15(22 ft) last revised 11/14/14, B-14-13(26 ft) last revised 11/14/14, B-14-14(31 ft) last revised 11/14/14. These are intended to coordinate and be supplementary to each other and work indicated on one shall be executed as if indicated on both.
2. Minor deviations on the assembly that will not affect the strength, appearance, vertical and horizontal stability of the pole will be permitted, but all such deviations shall be approved by the (DOA) Purchasing Division, upon recommendations and/or approval of the DPW-Infrastructure Services Division.
C. SHAFT AND POLE CAP:
1. The shaft shall be tapered from the top of the pole to the mounting plate.
Dimensions from the pole top to the bracket mounting plate and from the base plate to the top of the pole, as shown on the drawing, shall be rigidly adhered to.
2. The base plate shall be cast from either ASTM type 319 or 356T6 aluminum. The four (4) elongated mounting holes shall be on 92.2-degree centers on an 11” bolt circle. The base shall be welded to the shaft so the arms bisect the angle between mounting holes at 45 degrees. Four (4) removable cast aluminum bolt covers are to be supplied, and installed on the pole.
3. The bracket mounting plates are to be cast from either ASTM type 713 or 356-T6 aluminum. They are to be welded to the poles at the indicated positions on the pole, 180 degrees apart, and 90 degrees from hand hole. A 2¼” hole is to be drilled into the shaft and thoroughly deburred, for cable exit. A ½” diameter hole is to be drilled into the shaft at the mounting bolt holes locations in order to allow the mounting bolts to extend into the shaft.
4. All poles shall be built as a double bracket unit and supplied with one (1) cover plate per pole. The cover plate is to be secured to pole with two (2) 1/2”x13 NC by
1/2” long hex head stainless steel screws.

All pole designs shall meet the latest revision of the AASHTO specifications for these poles as defined in their STANDARD SPECIFICATIONS FOR
STRUCTURAL SUPPORTS FOR HIGHWAY SIGNS, LUMINAIRES AND TRAFFIC
SIGNALS. The 26' assembly and 31’ assembly furnished under this specification shall support a fifty-pound (50 lbs.) fixture of an EPA of 3 on each arm when equipped with a pair of 8' upsweep arms and double banners of total 20 square feet (10 square feet on each side) mounted at 18’ above grade. The manufacturer shall submit engineering calculations for lighting poles to show that maximum stress and deflections do not exceed specified performance requirements under full design loading, as well as other certified reports and data which indicate that the poles meet all load requirements, within thirty
(30) days of the bid award. Engineering calculations shall be prepared and sealed by an engineer licensed in the State of Wisconsin.
The entire horizontal and vertical “wind sail” area of the pole assembly subject to wind load including arm and luminaire shall be designed to withstand the AASHTO standard specifications, from above, for wind load requirements for a 90 MPH wind load with gust factor computed per section 3.8.5.and height and exposure factors from table 3-5.
F. WELDING: All welding shall be in accordance with the applicable ASME Standards.
G ACCESSORIES: All accessories (pole cap, mounting plate cover, bolt covers) are to be installed on the pole. Accessories are supplied under separate cover will cause the bid to either be rejected or penalized.
