About this file
This is a material specification document issued by the City of Milwaukee Department of Public Works Milwaukee Water Works for end ring couplings in sizes ranging from 2 inches through 16 inches in diameter. The specification, No. 30-D-15, issued October 17, 2025, establishes the technical requirements and acceptable products for a three-year vendor contract with two optional one-year extensions upon mutual agreement. End ring couplings are used to connect equivalent outside diameter ductile iron and/or cast-iron pipe and consist of one ductile iron middle ring, two rubber compound gaskets, two ductile iron end compression rings, and stainless-steel nuts and bolts. The couplings must be designed for 150 psi working pressure and 250 psi test pressure, with middle ring lengths varying by size: 4 inches for 2-inch couplings, 6 inches for 3-inch couplings, and 8 inches for sizes over 3 inches.
Materials furnished must comply with City of Milwaukee Ordinance 310-18.9 and American Iron and Steel requirements of the Drinking Water State Revolving Fund, as well as Build America, Buy America standards, with the exception of 16-inch diameter end ring couplings. All couplings must conform to AWWA C219 (Bolted, Sleeve-Type Couplings for Plain-End Pipe) and NSF 61 (Drinking Water System Components - Health Effects). The specification requires stainless steel bolts, nuts, washers, and gasket armor with anti-seizing coating, virgin EPDM or Nitrile gaskets, and fusion bonded epoxy coating on interior and exterior surfaces. Romac Macro HP is identified as the acceptable brand, though manufacturers may request approval through Specification No. 70b-D-7. Specifications may be appealed in writing to the City Purchasing Director no later than five working days prior to bid opening, with an appeal fee of 1.25% of the estimated contract dollar amount required as a prerequisite.
