The contract covers the furnishing and on-demand delivery of food-grade sodium bisulfite to three facilities: the Water Resource Recovery Facility (WRRF) in Detroit, the Water Works Park Water Treatment Plant (WWPWTP) in Detroit, and the Lake Huron Water Treatment Plant (LHWTP) in Fort Gratiot. The product will be used for municipal wastewater treatment and drinking water treatment. The contract shall commence upon written purchase order issuance and will have an initial term of one year with two optional one-year renewal periods. GLWA reserves the right to award one or more contracts covering the same term. Deliveries must be completed within two days of notification, with varying delivery schedules by location: WRRF requires bulk deliveries into two 34,500-gallon storage tanks, WWPWTP requires deliveries of 3,500–4,500 gallons into two 6,000-gallon bulk tanks, and LHWTP requires one delivery every 8–9 months into two 3,000-gallon bulk tanks.

The sodium bisulfite must be supplied in liquid form with a concentration between 38 and 42 percent and must be NSF-certified for drinking water treatment. Estimated annual usage beginning July 2026 is approximately 1,200 tons, with bid prices quoted per wet ton. All deliveries must be accompanied by a delivery ticket, Certificate of Analysis, Bill of Lading, and Safety Data Sheet. The contractor is responsible for obtaining all necessary permits and licenses at no additional cost to GLWA, providing training to plant personnel on product handling and safety procedures, and maintaining all repairs to equipment. GLWA will exercise ordinary care in safeguarding delivered materials but shall not be liable for damage from weather, fire, flooding, or normal use. Either party may terminate the contract with 30 calendar days' written notice from GLWA or 120 days' written notice from the contractor.
