About this file
This document is a Requirements Checklist (Attachment E) for the City of California's Northside Branch Library, detailing specifications for an Automated Materials Handling System (AMHS). The project seeks a comprehensive solution involving design, manufacturing, shipping, installation, training, maintenance, and support for a new library materials handling system. The proposed AMHS must be capable of sorting materials across multiple branch locations, with specific requirements including three induction points, the ability to sort 1,500 items per hour, 99.9% RFID accuracy, and compatibility with the existing Clarivate/Sierra Integrated Library System (ILS). The system must handle various material formats, enable RFID security tag management, provide flexible sorting capabilities, and include features like hands-free item induction, multiple language options, and ADA compliance.
The contract includes detailed maintenance and support provisions, requiring a minimum one-year warranty, 24/7 hotline support, on-site technical response within 24 hours for urgent issues, and comprehensive training for library staff. Reporting capabilities must include exportable circulation and check-in statistics, with the City reserving the right to purchase additional AMHS from the awarded vendor within five years of the contract's closing date. The system must meet various technical standards, including ISO 9001 Quality Management Certification, UL Certification, and maintain a minimum 95% uptime guarantee. The procurement process is structured as a Request for Proposals (RFP) anticipating a single contract award for the Northside Branch Library, with potential expansion opportunities for future library locations.

Sheet1
| Requirement | Available (Yes/No) | Details |
| GENERAL/FUNCTIONAL | ||
| A new automated materials handling system (AMHS), consisting of the all design, manufacturing, shipping/installation, training, and maintenance/support associated with a new AMHS. | ||
| An AMHS that can sort materials according to branch location, Hold items, and damaged/miscellaneous items, at a minimum. | ||
| Scalable solutions that can accommodate future growth in circulation and can add technological enhancements without significant interruption to the existing system and without degradation in performance. | ||
| A design that includes three (3) induction points that feed into one or more conveyers for check-in and sorting. Flexibility to add additional induction points is desired. | ||
| A design that can accommodate 5-8 bins (the current AMHS has 5-bins and Northside is interested in increasing that to at least 8 bins, space permitting). | ||
| A central sorter than can induct and sort up to 1,500 items per hour with an RFID minimum accuracy rate of 99.9%. | ||
| Item check-in process following sip2 protocol | ||
| Compatible with the building’s existing electrical capacity (120V) | ||
| System shall be ETL or UL, CE, RS-232, TCP/IP. SIP2, Ethernet IEEE 802.3 compliant as well as meet any other current county, state and industry standards. | ||
| Have a power on/off switch for checking and sorting units located in a reachable location as an emergency stop capability on sorting-conveyor system. | ||
| Ability to be programmed directly by staff | ||
| Induction units must be ergonomically designed and ADA compliant | ||
| Check-in units must allow staff to manually backdate items | ||
| Accept, check-in, and sort RFID tagged items in all formats and sizes of materials, including hardcover books, paperbacks, board books, magazines, audio books, DVD’s, Blu-Rays, CD’s, kits, etc. | ||
| Enables or activates RFID security tags when items are returned through induction points | ||
| Ability to receive library materials without library user barcode verification | ||
| Sorts according to item Status (for example, damaged items are appropriately sorted in an Exceptions bin). | ||
| Assigns and updates Status correctly (for example, clears Status for missing or lost items upon check-in). | ||
| Many items in the SCCL collection are encoded as "sets" comprised of multiple components. The AMH system must be able to identify and sort items that require manual inspection | ||
| Ability to sort to various types and sized, easily maneuverable totes and/or depressible bins are required. | ||
| Sorting system must have an error and full bin (full tote) monitoring system notifying staff of errors in the system and when bins and totes are full. | ||
| Sorting sequences are easily defined, pre-programmable and modifiable quickly (less than a minute) by library staff so that the system has the option to run secondary sorting routines without having to reinstall the main sorting operation. (Meaning we may have our main sorting routine set up for the majority of the daily use, but we may want to set aside specific times every day to run a secondary sort of items.) | ||
| Ability to sort Holds, and automatically print Hold Slips for books assigned to Northside. Items going to other locations should be sorted into separate in transit bins for regular items and Hold Items per branch (subject to change based on space considerations and final equipment design). | ||
| Ability for staff to manually print Hold slips | ||
| Software must correctly set and reset security tags as items are checked-in/checked-out. | ||
| Induction and conveyer system must accept and distribute items evenly, avoiding jams and pile-ups and causes minimal to no damage to materials. | ||
| Hands free single item induction available for public and staff induction points | ||
| Ability to pause individual sorting sections (optional) | ||
| The system will fully integrate with Clarivate/Sierra ILS and maintain compatibility with any future Sierra ILS upgrades. | ||
| The system should be capable of integrating with other major ILS’ in the event Northside transitions to a new ILS. | ||
| The system must check in items and update the Library’s Clarivate/Sierra ILS account in real time. | ||
| Checks-in items even when the Library’s ILS is offline or unavailable, storing transactions for later automatic synchronization with the ILS | ||
| Automatic unlock of manual intake if system goes down | ||
| Low noise level when in use | ||
| Successfully work with Clarivate/Sierra ILS to check-in and sort RFID tagged materials into categories defined by SCCL, such as owning library, hold status, return status, collection code, material type, item type, etc. and enable staff to set the functionality to accept or reject items not known to the Clarivate/Sierra ILS. | ||
| Touchscreen at patron user point (ADA compatible) | ||
| Multiple languages offered at patron user point | ||
| Immediate on-screen confirmation of returned items | ||
| Printed receipts for returned items at point of return | ||
| A digital receipt option for returned items | ||
| Audio prompts available at patron user points | ||
| ISO 9001 Quality Management Certified | ||
| UL Certified | ||
| Minimum 95% uptime guarantee | ||
| Acceptance testing of the AMHS software, hardware, and equipment prior to City acceptance of the solution. Contractor will resolve any issues found prior to City’s acceptance of the system. | ||
| MAINTENANCE AND SUPPORT | ||
| A minimum one (1) year warranty on all equipment/hardware/software/parts | ||
| Preventive Maintenance (PM) visits at recommended intervals. Preventive maintenance will include at a minimum inspection and health checks of equipment and mechanical and electrical systems, lubrication, functional testing, cleaning, adjustment to parts, replacement of wearing parts, check of controls system, and review of spare parts inventory. | ||
