About this file

This is a Request for Proposals (RFP) issued by the City of Santa Clara for an Automated Material Handling System (AMHS) for the Northside Branch Library. The RFP seeks qualified firms to provide design, manufacturing, shipping, installation, training, support, and maintenance for a new AMHS. The Northside Branch Library, located in the Rivermark Village, is a 15,000-square-foot facility with over 60,000 items in its collection. The current AMHS has reached end of life and requires replacement. The RFP was released on August 27, 2025, with proposals due on October 1, 2025, at 3:00 pm PST. A non-mandatory pre-proposal conference is scheduled for September 8, 2025, at 1:00 pm. The initial contract term is a minimum of 5 years, with the potential to extend up to ten years to ensure continuity of maintenance and support services.

The City prefers a solution that makes efficient use of space, creates minimal noise, and provides scalable options for future growth. Proposers are required to provide a detailed cost proposal including individual line items for the AMHS, delivery and installation, permits, training, and a five-year maintenance and support plan. The evaluation will be based on a weighted scoring system: Qualifications and Experience (30%), AMHS Capabilities & Project Methodology (40%), Maintenance and Support Services (10%), and Cost/Fee Proposal (20%). The City seeks proposals from firms with at least five years of experience that can provide all services in-house, without subcontractors, and is open to potential purchases of additional AMHS systems within five years of the contract closing.

SECTION 1. INTRODUCTION

The City is soliciting proposals from qualified firms (“Proposer”) to provide all design, manufacturing, shipping, installation, training, support and maintenance for a new automated material handler system (AMHS) at the Northside Branch Library.

This Request For Proposals (RFP) is anticipated to result in a single contract award for the Northside Branch Library. The City reserves the right to purchase additional AMHS from the awarded vendor within five (5) years of the closing date of this RFP and based on the final negotiated agreement pricing, terms and conditions.

SECTION 2. BACKGROUND

The Northside Branch Library (Northside) is in the heart of Silicon Valley, at the Rivermark Village in Santa Clara. The 15,000-square-foot building maintains a collection of over 60,000 items consisting of books, movies, and digital collections. Additionally, Northside provides a 2,000-square-foot community room, four small group study areas, and a technology center.

Northside’s current AMHS has reached end of life and requires replacement. The unique layout of the Northside sorting and receiving room will be an important factor for Proposers to consider when designing potential solutions. Namely, the sorting and receiving room is a narrow rectangle, with inputs at either narrow end (See Attachment B – Northside Sorting and Receiving Drawing).

This arrangement provides ease of access for customers to return items, either from the main entrance or the parking lot. However, the equipment stretches the entire length of the room without interruption which results in very limited workspace for employees, particularly on the south side of the room which is nearly inaccessible. Additionally, the current AMHS creates significant noise when in operation, which can cause further disruptions to employees’ ability to work comfortably in the area. The City is interested in replacing the current AMHS with a system that has a lifespan of ten or more years, makes efficient use of space, creates minimal noise, and provides scalable options to accommodate for future growth. The specific requirements are further described in Attachment A (Scope of Services).

The City is seeking proposals from firms that are equipped to provide all services described in this RFP in-house, without the use of third-party vendors or subcontractors.

SECTION 3. DESIRED QUALIFICATIONS

A minimum five (5) years’ experience providing the services described in this RFP.

SECTION 4. SCOPE OF SERVICES

A detailed Scope of Services is provided in Attachment A.

SECTION 5. TERM OF THE AGREEMENT

The initial term of the agreement will be a minimum of 5 years. The City reserves the right to extend the term by up to ten (10) years in such increments as are required by the City, to ensure continuity with maintenance and support services throughout the lifespan of the AMHS.

SECTION 6. PRE-PROPOSAL CONFERENCE

6.1 There is a non-mandatory pre-proposal conference for this RFP.

Proposers are strongly encouraged to attend the pre-proposal conference at the date, time and location listed below for the opportunity to see the physical space where the new AMHS will be located and assess any unique requirements that will be a factor in designing a quality solution that meets the requirements of this RFP. Proposers that are not able to attend will still be eligible to submit a proposal.

Please be sure to RSVP to the Purchasing Officer no later than September 5, 2025 at 3:00pm.

RSVP’s may be sent to MAndersen@Santaclaraca.gov and should state the name of the company and the names of all attendees from your company. Attendance should be limited to no more than three (3) representatives.

The non-mandatory pre-proposal conference will be held at the following date, time and location:

September 8, 2025 at 1:00pm PST Northside Library 695 Moreland Way

Santa Clara, CA 95054

SECTION 12. SELECTION PROCESS AND EVALUATION

CRITERIA

12.1 Evaluation Criteria

Proposals will be evaluated to determine the proposal that offers the best value to the City. The evaluation will be based upon the following criteria, listed in the order of descending priority.

Although some factors are weighted more than others, all are considered necessary, and a proposal must be acceptable in each area to be eligible for award.

Evaluation Criteria Weight

Proposal Responsiveness Pass/Fail

Qualifications and Experience 30%

AMHS Capabilities & Project Methodology 40%

Maintenance and Support Services 10%

Cost/Fee Proposal 20%

Total 100%

12.1.1 Proposals will be reviewed to determine if all required documentation was included with the proposal submittal.

12.1.2 Proposals that fail to contain the required documents will be disqualified from further consideration.

12.2 Proposal Review And Evaluation

12.2.1 Technical and cost proposals will be evaluated based on the general criteria and their corresponding weights as outlined in Section 12.1.

12.2.2 The City may seek clarification from any or all Proposers to better understand and evaluate the proposals. This process may not be used as an opportunity to submit missing documentation or to make substantive revisions to the original proposal.

12.2.3 The City reserves the right to rely on information from sources other than the information provided by the Proposers.

12.3 Presentations / Oral Interviews (if held)

12.3.1 Finalist(s) (proposal(s) determined to have scored in the competitive range) may be invited to present oral presentations for the purpose of introducing key members of the project team and allowing the City to fully understand the Proposer’s ability to meet the evaluation criteria. Finalist(s) will be notified in writing of the date, place, time and format of the interview or presentation.

12.3.2 Oral presentations will not be scored separately. Instead, the City may modify proposal scores and resulting rankings based on the oral presentation.

12.3.3 Proposers are cautioned that oral presentations are optional and at the sole discretion of the City, unless otherwise specified in Section 12.1. Therefore, Proposers should not assume that there would be an additional opportunity to revise their technical proposals after their original submission. Proposers may not request an opportunity for oral presentations.

12.4 Best And Final Offer (BAFO)

12.4.1 A Best and Final Offer (BAFO) may be held with finalist(s) that have scored in the competitive range if additional information or clarification is necessary to make a final decision. The BAFO may allow Proposers to revise their original technical and/or cost proposals based on information received from the City. The City will send out the request for a BAFO with instructions addressing the areas to be covered and the date and time in which the BAFO is to be submitted. After receipt of the BAFO, scores may be adjusted based on the new information received in the BAFO.

12.4.2 The City will request only one BAFO, unless the Purchasing Officer determines in writing in the procurement file that another BAFO is warranted.

12.4.3 Proposers are cautioned that the BAFO is optional and at the sole discretion of the City. Therefore, Proposers should not assume that there would be an additional opportunity to revise their technical or cost proposals after their original submission. Proposers may not request an opportunity to submit a BAFO.

SECTION 13. AWARD OF CONTRACT

13.1 Notice of Intended Award

The Purchasing Contact will issue a Notice of Intended Award to all Proposers. The recommendation for award will be based on the overall highest ranked proposer in accordance with Section 12.1. above. Should the City, in its sole discretion, determine that a secondary award is required, award will be to the second highest ranked proposer, and so forth.

13.2 Post-Notice of Intended Award Attachment Submittals

Intended awardee(s) are required to submit the following information and documents by the specified time below, unless the City grants an extension in its sole discretion. Failure to provide the documents within the time frame may result in withdrawal of the recommendation of award, and award will be made to the next highest ranked Proposer.

13.2.1 Certificate of Insurance (insurance requirements outlined under Attachment F (Exemplar Agreement) within ten (10) calendar days after the Notice of Intended Award.

13.3 Execution of Contract

The recommendation of award and agreement shall not be binding or valid with the City unless and until it is approved by the City Council, if so required, and executed by authorized representatives of the City and of the successful Proposer.

In addition, you must separately provide a redacted version of your response materials.

Any proposal which contains language purporting to render all or significant portions of the proposal “Confidential,” “Trade Secret,” or “Proprietary” may be regarded as non-responsive.

14.3 Although the California Public Records Act recognizes that certain confidential trade secret information may be protected from disclosure, the City of Santa Clara may determine, in its sole discretion, that the information that a Proposer submits is not a trade secret. If a request is made for information marked “Confidential,” “Trade Secret,” or “Proprietary,” the City shall provide the Proposer who submitted the information notice of the request.

Proposer shall immediately notify City whether Proposer will seek protection from disclosure by a court of competent jurisdiction. Any such action will be at the Proposer's sole expense. If, after receiving the foregoing notice from the City, Proposer takes no action or is not responsive as determined by the City, the City will disclose Proposer’s information without any liability or further duty of protecting the information.
