About this file

This is a Scope of Work document for the State of Utah's Division of Purchasing and the Natural Resources Public Lands Policy Coordination Office (PLPCO) seeking a five-year Professional Services Contract for strategic communications, facilitation, and community engagement related to natural resources and public lands. The primary services requested include planning and managing group meetings focused on public lands and natural resources issues, submitting post-meeting reports with action plans and summaries to PLPCO, and participating in community engagement and strategic communications initiatives. Work will primarily occur in Utah but may extend to neighboring states for multi-state coordination efforts such as the FREES Network. The contract term spans five years beginning December 9, 2026. Qualified companies must submit a statement of qualifications not exceeding five pages that demonstrates understanding of the contract scope and explains why the company is best suited to assist PLPCO. Ideally, the selected company will employ multiple staff members with knowledge of Utah natural resources issues and experience resolving conflicts among diverse stakeholder groups.

The contract budget is capped at $100,000 over the five-year period, and companies should not include pricing in their initial qualifications submissions; costs will be requested after qualifications are evaluated and scored. The selected vendor with the highest ranking will be invited to negotiate a contract at fair and reasonable compensation. PLPCO will endeavor to schedule meetings 30 days in advance but reserves the right to request services on short notice, requiring the contractor to provide knowledgeable staff promptly. Key deliverables for each meeting or project include advance planning with PLPCO staff, meeting facilitation, and a detailed report with documented actions submitted within two weeks of the meeting completion. If the majority of budgeted funds are expended before the five-year contract period concludes, PLPCO reserves the right to terminate the contract or request additional legislative appropriations.

Attachment B Scope of Work NC27-105 Natural Resources and Public Lands Communications Introduction The Public Lands Policy Coordination Office (PLPCO) is seeking to obtain a five-year Professional Services Contract with a Company that is qualified in strategic communications, facilitation, and community engagement and to inform policies related to natural resources and public lands. The majority of this work will occur in Utah; however, natural resource issues frequently extend beyond state lines, and this contract may also include facilitating meetings with neighboring states on occasion (e.g. FREES Network).

Since PLPCO works as an intermediary agency for other state agencies, this contract may be used with permission by the Director at PLPCO for any natural resource or public land facilitation related needs, as needed to address state priorities.

PLPCO Mission: To coordinate, promote, and implement Utah’s public land priorities.

PLPCO Vision: To empower all to enjoy and flourish from Utah’s public lands, providing Utahns with unique and lasting opportunities for access, economic prosperity, and stewardship.

Background The Public Lands Policy Coordinating Office exists to coordinate, promote, and implement Utah’s public land priorities. Those priorities include a variety of subjects that are contained within the State and County Resource Management Plans[footnoteRef:1] (rmp.utah.gov). Generally speaking, all of these public land priorities relate back to improving access, promoting multiple-use activities, and allowing for sustainable yield practices on public lands. Approximately two-thirds of the state of Utah consists of federal lands administered primarily by the Bureau of Reclamation and the U.S Forest Service. Correspondingly, the economic and cultural values related to public lands are paramount to our economy and heritage. The Company selected for this contract must have a background and experience working on public land and natural resource conflict resolution and collaboration. [1: https://rmp.utah.gov/]

Scope of Work

1)Plan, guide, and manage group meetings related to public lands and natural resources to ensure that the group’s objectives are met effectively, with clear thinking, good participation, and understanding from those involved. This could include stakeholder summaries, detailed agendas, meeting management, meeting materials, and technical preparations for hybrid meetings.
2)Submit reports to PLPCO following each meeting, along with invoices and summaries or action plans on how to further the outcomes of each meeting and topic in the future. Debriefing key meeting participants and developing next-step summaries.
3)Beyond meetings there could be a need to participate and facilitate community engagement and strategic communications.

Requirements The selected Company needs to submit a written document containing their qualifications for this Professional Services Contract, along with a detailed, not to exceed 5-page statement of qualifications outlining your understanding of this contract and why your Company would be the best company to assist PLPCO with these services related to public lands and natural resources for the State of Utah. It is ideal that the Company selected employs multiple employees who have an understanding of natural resource issues in Utah and surrounding states, as well as experience working with a diverse group of stakeholders to resolve conflicts and generate better relationships and policy deliverables.

Contract Compliance The Company will be expected to provide staff with a working knowledge of public lands and natural resources issues in Utah on short notice. Whenever possible, PLPCO will plan meetings and commit to scheduling them 30 days in advance. However, sometimes this is not possible, and the Company will need to provide knowledgeable staff with limited notice.

Project Deliverables Deliverables will depend on each individual meeting or project. At a minimum, the Company representative(s) should plan for the meeting in advance to determine the desired outcomes through communication with PLPCO staff so they can prepare accordingly; facilitate the meeting; and submit a summarized report with detailed actions of the meeting to PLPCO within two weeks of the meeting, along with the associated invoice for that specific meeting.

Project Timeline The contract timeline will span 5-years from December 9, 2026. The frequency and duration of individual projects over the 5-year period will depend on the need for these professional services by PLPCO.

Project Budget The budget for this RFSQ must be less than $100,000.00 during the five-year contract period. Do not submit your cost in your Statement of Qualifications. Costs will be asked for after qualifications have been scored. The Company is responsible for any expenses that exceed this project's budget. In the event that the majority of the budgeted amount is allocated before the five-year contract window, PLPCO reserves the right to terminate this contract, or add funding to the contract if appropriated by the Legislature.
