Summary of Attachment B Scope of Work for NC26-71 Great Salt Lake Wetland Infrastructure Projects
This scope of work document outlines engineering services required by the State of Utah Division of Wildlife Resources for wetland infrastructure projects across Waterfowl Management Areas (WMAs) on a five-year contract term. The contractor will provide comprehensive professional engineering services on an as-needed basis, including site surveys, engineering design, permitting coordination, bidding support, construction management, and project oversight. Services encompass the full project lifecycle for wetland infrastructure improvements such as dikes, levees, water control structures, impoundments, canals, drainage systems, and habitat restoration projects designed to support waterfowl habitat and wetland ecosystem function. Work will be performed both on-site at designated WMAs and remotely as coordinated with agency staff. The contract is awarded through Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants, with the highest-ranked vendor selected to negotiate fair and reasonable compensation.
The contractor must demonstrate a minimum of 10 years of professional engineering experience specifically in wetland infrastructure and water management projects associated with Great Salt Lake wetland ecosystems or similar managed wetland systems. Required qualifications include demonstrated expertise in site assessment, topographic survey, hydraulic analysis, engineering design, regulatory permitting, bidding support, construction management, and project closeout documentation. The contractor must provide evidence of experience with wetland impoundments, water delivery systems, levees, water control structures, pond excavation, habitat restoration, and coordination with local, state, and federal regulatory agencies. Key personnel including licensed professional engineers, surveyors, project managers, and construction oversight staff must be identified with relevant qualifications. Performance will be evaluated on adherence to design plans and regulatory requirements, development of practical and constructible designs, timely completion of milestones, quality of deliverables, effective communication with agency staff, and ability to address site constraints and unforeseen conditions.

NC26-71
Great Salt Lake Wetland Infrastructure Projects
Introduction
The purpose of this contract is to hire a licensed professional engineer to provide on-call engineering services and project oversight support for wetland infrastructure projects on state Division of Wildlife (DWR) Waterfowl Management Areas (WMAs) over a five-year contract period. Services may include engineering design, permitting, bidding support, project management, and construction oversight for a variety of wetland infrastructure improvement projects.
Background
The Utah Division of Wildlife Resources manages wetland habitats along the Great Salt Lake to support migratory birds and other wildlife. Many of these areas rely on functional infrastructure such as dikes, levees, and water control structures to manage water levels and maintain habitat quality within the impoundments and surrounding habitat.
Projects completed under this contract may involve the restoration, rehabilitation, replacement, improvement, or construction of wetland infrastructure intended to improve water management functionality, support wetland habitat objectives, and enhance the long-term management of impounded wetland systems.
Scope of Work
The contractor shall provide professional engineering services and project-oversight support for wetland infrastructure projects located on UDWR WMAs. Individual projects will be assigned on an as-needed basis throughout the five-year contract period.
Engineering Services and Project Oversight
The contractor shall provide engineering services for wetland infrastructure projects, including survey, design, permitting, bidding support, construction management, and project oversight.
Work includes, but is not limited to:
· Conducting site surveys to collect topographic and relevant field data
· Developing engineering designs for wetland infrastructure (e.g., dikes, levees, impoundments, water control structures, incorporating drainage systems, etc. with an emphasis on functioning for the purpose of creating quality waterfowl and wetland habitat)
· Coordinating with the agency to incorporate management objectives into design alternatives
· Preparing final design plans, specifications, and cost estimates
· Obtaining all necessary regulatory permits required for construction
· Providing bidding services, including:
· Preparing bid documents
· Hosting pre-construction meetings
· Providing construction management and oversight, including:
· Acting as project manager during construction
· Conducting site visits to ensure compliance with design specifications
· Coordinating with contractors and agency staff
· Monitoring progress through project completion
Work will be performed on-site at designated WMAs and remotely as needed. The contractor will coordinate closely with agency staff throughout all phases of the project.
Work includes, but is not limited to:
· Reviewing existing design plans and specifications
· Creating design plans for large-scale wetland infrastructure projects that support wetland management objectives, including water delivery and control, invasive species management, habitat functionality, and the production of forage resources for migratory birds and other wildlife
· Preparing and managing the construction bidding process
· Hosting on-site pre-construction meetings and responding to contractor questions
· Assisting with contractor selection
· Providing construction management and oversight, including:
· Acting as project manager during construction
· Conducting site visits to ensure construction aligns with approved plans
· Coordinating with contractors and agency staff
Requirements
The contractor must have a minimum of 10 years of experience providing professional engineering services for wetland infrastructure and water management projects associated with Great Salt Lake wetland ecosystems, Waterfowl Management Areas, or similar managed wetland systems.
The contractor must demonstrate experience providing comprehensive engineering services for wetland infrastructure projects, including:
· Site assessment and field investigation
· Topographic survey services
· Hydraulic analysis and design
· Engineering design and plan preparation
· Permitting coordination and regulatory compliance
· Bid package preparation and bidding support
· Construction management and construction oversight
· Project closeout documentation The contractor must demonstrate experience designing, permitting, and overseeing construction of wetland infrastructure projects, including but not limited to:
· Wetland impoundments designed and managed to support waterfowl habitat, wetland vegetation, and ecological function
· Water delivery systems that allow for flexible wetland water management and seasonal habitat manipulation
· Canals and drainage infrastructure that support efficient water movement while minimizing impacts to wetland habitat
· Levees and dikes designed for long-term wetland management, water retention, and habitat sustainability
· Installing and configuring water control structures that function properly for water management objectives related to waterfowl habitat and wetland vegetation response
· Pond excavation and wetland shaping projects that incorporate habitat diversity, variable water depths, and wildlife use considerations
· Habitat restoration projects focused on improving wetland function, invasive species management, and migratory bird habitat
· Related wetland infrastructure associated with actively managed waterfowl management areas and Great Salt Lake wetland systems The contractor must demonstrate experience coordinating with local, state, and federal regulatory agencies associated with wetland or aquatic resource projects, including permitting and environmental compliance requirements.
The contractor must demonstrate experience working on projects where engineering decisions directly influence wetland habitat function, migratory bird habitat, aquatic resources, invasive species management, water delivery, and other wildlife management objectives.
The contractor must provide qualifications and relevant experience for key personnel assigned to the contract, including licensed professional engineers, surveyors, project managers, and construction oversight staff.
Compliance
The contractor’s performance will be evaluated based on:
· Adherence to approved design plans, specifications, schedules, and regulatory requirement
