About this file

This document is a Draft Stakeholder Engagement Plan for the Gila River Indian Community (GRIC), focusing on sustainability and energy initiatives across residential, government, and enterprise/business sectors. The plan outlines comprehensive stakeholder mapping and strategic planning questions for four key areas: electricity use (solar and microgrids), fleet vehicle electrification, energy efficiency, and local food systems. Each section identifies specific departments, agencies, and organizations as key stakeholders, including the Department of Housing Development, Gila River Indian Utility Authority (GRICUA), Department of Transportation, Gila River Health Care, and various tribal offices.

The engagement plan is designed to systematically explore current capabilities, barriers, and opportunities for implementing green technologies and practices. Planning questions are strategically crafted to assess existing infrastructure, potential retrofits, procurement challenges, and infrastructure needs across sectors. For example, in electricity use, questions probe the cost of solar panel installations, potential tax incentives, and benefits for different stakeholders. The fleet section examines electric vehicle adoption and charging station availability, while the energy efficiency segment investigates retrofitting potential and barriers. The local food systems component explores home gardening, local produce sourcing, and agricultural infrastructure. Each section includes specific inquiries tailored to the residential, government, and enterprise/business contexts, demonstrating a comprehensive approach to stakeholder engagement and sustainable development.

Questions

● What is the cost of installing solar panels or other energy-efficiency upgrades at the time of construction?

● What is the cost to retrofit existing homes with these technologies?

● Are tax incentives or cost-reduction programs available to GRIC for either case?

● Can solar panels or battery storage add value to GRIC as the asset owner?

● What benefits exist for residents (lower utility bills, resilience during outages, etc.)?

● What are the barriers (staffing, financing, coordination)?

● Which government buildings are good candidates for solar panels or other energy-efficiency upgrades at the time of construction?

● Are any buildings already being built with renewable energy systems?

● For existing buildings, what are the criteria for choosing GHG reduction retrofits (e.g., size, age, permanence)?

● What impact would upgrades have on utility bills and operations?

● Have energy audits been completed? If so, what were the findings?

● Are any enterprises currently using solar or energy-efficient systems?

● Are there policies or incentives that could support enterprises installing

GHG reduction technologies?

● Can large-scale users (e.g., hotels, casinos, warehouses) be targeted for demonstration projects or solar incentives?

Commented [RE1]: Unsure if it would make sense to include construction contractors in this conversation.

Would we want to target current FY16, 17 list or think about the next round of buildings?

Also - unsure if we would include multi-family housing in this discussion... Apt. buildings discussed a few times.

Commented [RE2]: Residential mostly follows a few standard build plans.

Planning Questions ● Are electric vehicles currently part of your fleet?

● Are there plans to purchase electric vehicles?

● What barriers exist to EV procurement (e.g., cost, range, maintenance)?

● Are there any EV charging stations at your facilities?

○ If yes, how many and where?

○ If no, are there plans to install any?

● What barriers exist to installing EV charging infrastructure?

Commented [RE3]: Unsure if Schools and their fleets would be part of this conversation (school fleet vehicles, buses)

Questions

● For new builds, are energy efficiency measures being integrated at design stage?

○ If so, what measures (e.g., insulation, duct sealing, heat pumps)?

● For existing homes, what retrofits are most commonly needed or most effective?

● What are the barriers to implementing these upgrades (cost, staffing, materials, resident coordination)?

● Are energy efficiency measures being integrated for new buildings?

○ If yes, what types of measures are typically included?

(e.g., insulation, duct sealing, energy-efficient windows, etc)

● For existing buildings, what types of retrofits are most commonly needed or have shown the best return?

● Have any government buildings undergone energy audits?

● Are there internal guidelines or checklists used to evaluate energy performance before retrofitting?

● What are the barriers to implementing

● What efficiency strategies are used by existing enterprises (e.g., casino resorts, farms, retail centers)?

● Have any energy audits been completed for enterprise facilities (e.g., casino properties, warehouses)?

● What types of energy retrofits are most commonly needed or feasible?

(e.g., lighting upgrades, HVAC optimization, building envelope improvements)

● Are there financial incentives available for business owners to improve energy efficiency?

● What barriers prevent adoption of efficiency upgrades in the enterprise efficiency upgrades across eligible government facilities?

sector?

Local Food Systems

Residential Enterprise/Business Sector

Key

Stakeholders

● Gila River Health Care (GRHC)

● District Service Centers + CSD

● Local Farmers and Garden

Programs

● Local Schools (Blackwater)

● Local Farmers and Garden

Programs

● Grocery Store Operator (who owns or manages retail stores?)

Planning

Questions

● Would expanding home gardens help improve fresh food access?

● What makes it hard for families to start or maintain gardens?

● Would local gardens help reduce trips to the store?

● Where do local groceries get their produce? Could any of it be replaced with GRIC-grown food?

● Are local farmers willing/able to grow food crops instead of cash crops?

● What logistics or infrastructure are missing to get locally grown food to homes, schools, and Elder facilities?

Commented [RE4]: Not sure who all would be in this.

Gila River Health Care has the Life Center and they help with gardens. Most schools have programs. Not sure if that program extends to the home...
