About this file
This document is a Scope of Work for an Emergency Deer Feed Contract issued by the Utah Division of Wildlife Resources (DWR) through the State of Utah Division of Purchasing. The contract seeks a vendor to produce and deliver deer feed pellets specifically formulated for emergency winter feeding situations, with potential orders ranging from 20 to 500 tons. The contract has a 5-year term, and the vendor must be capable of producing 50 tons within one week of order placement and up to 500 tons within a 30-day period. Delivery and pickup locations include regional offices in Ogden, Springville, and Ephraim, with a required 72-hour order lead time and pellets packaged in 50-pound bags.
The procurement will be awarded based on a 1,000-point scoring system evaluating qualifications (175 points), formula composition (200 points), lead time (125 points), experience (200 points), and cost (300 points). Mandatory vendor requirements include the ability to produce feed matching the established formula or an approved comparable pellet formulation. Key evaluation criteria include the vendor's annual feed production history, in-house nutritionist credentials, ingredient sourcing, delivery capabilities, company experience with animal feed production, and ability to adjust formulas for different regional climates. The State reserves the right to accept or reject formulas that substantially deviate from the specified compositions.
