Amendment No. 1 to IFB RFx No. 3160007967
This is Amendment No. 1 issued by the Mississippi Oil and Gas Board on April 13, 2026, to the Invitation for Bids (IFB) for orphan well site plugging, remediation, and reclamation services. The amendment modifies the original solicitation for competitive sealed bids related to plugging, remediation, and reclamation services for seven orphaned oil and gas wells located across multiple Mississippi counties. The amendment adds three substantive changes: a requirement for contractors to submit weekly progress reports via email by 4:00 p.m. Monday detailing completed and planned activities along with updated schedules; a requirement that contractors include a Time and Materials (T&M) rate schedule with their bid proposals to address unforeseen downhole issues that may arise during project execution; and the complete removal of Attachment H from the solicitation documentation. Bidders must acknowledge receipt of this amendment by signing and returning the acknowledgement form as part of their bid proposal to be submitted to the Mississippi Oil and Gas Board by May 11, 2026, at 4:00 p.m. CST. The contract term extends from June 1, 2026, through May 31, 2027, with a Notice of Intent to Award anticipated by May 22, 2026.
This amendment does not establish independent pricing terms but rather modifies the original IFB requirements to strengthen project oversight and contractor flexibility. Contractors remain subject to the original solicitation requirements, including demonstration of minimum five years of documented experience in orphan well services, valid Mississippi business license, Davis Bacon Act prevailing wage compliance, and Build America, Buy America Act material sourcing requirements. Funding is provided through the Infrastructure Investment and Jobs Act (IIJA) Formula grant program administered by the U.S. Department of the Interior's Orphaned Wells Program Office, with contract award contingent upon appropriation and receipt of state and federal funds. All contractors must carry comprehensive insurance coverage including workers' compensation, general liability, pollution liability, and motor vehicle coverage, and must provide a minimum of two professional references meeting the specified scoring threshold. The MSOGB retains the right to terminate the contract upon ten days' written notice if funding becomes unavailable.
