About this file

This document is an Addendum (#3) to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional traffic engineering planning and design services from small business enterprises. The RFP (#6000000742) seeks transportation engineering firms to provide services for redevelopment programs on a "call-in" basis during 2022 through 2025. Deliverables can range from brief summary memos to comprehensive reports or periodic reporting, with the specific scope to be defined when the Port Authority requests a task order proposal. The RFP is targeted at small business enterprises and will involve planning and design support for construction-related transportation monitoring, with associated devices and drawings to be provided as needed.

Dear Sir or Madam:

The following is a question from Request for Proposals (RFP) recipients. The question and the corresponding Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) answer is provided for your information and use, as appropriate.

Question #1: In the Attachment A, under Section II., Letter V., it states the following, “Provide planning and design transportation monitoring services with associated devices and drawings to support construction.” Can you clarify what type of monitoring is required (ATR, ITS or visual) and what the deliverable would be?

Answer #1: Traffic monitoring may include Automatic Traffic Recorders (ATRs), Intelligent Transportation Systems (ITS), or manual counts depending on the need. Deliverable may range from a brief memo summarizing results to a more thorough report or periodic reporting. The scope would be clearly defined when the Authority requests a task order proposal.

The date for receipt of proposals for the subject RFP remains 2:00 P.M. on February 1, 2022.
