About this file

This is an Addendum No. 2 to Invitation to Bid (ITB) 26-0003-2 issued by Chatham County Purchasing Department in Georgia for the purchase of KnowBe4 Security Awareness Training and Phishing Prevention subscription services. The addendum provides clarifications and responses to six vendor questions regarding project requirements and specifications. Key clarifications include confirmation that KnowBe4 is the County's only approved Security Awareness Training platform and that no alternate solutions will be accepted. The addendum specifies that for this subscription-based purchase, vendors are not required to obtain a Tax Certificate (Business License), general contractors license, or certificate of insurance. The bid due date remains 2:00 P.M. on January 30, 2026. The addendum was issued on January 9, 2025, by Jean Fleming, Interim Purchasing Director.

The addendum addresses vendor flexibility regarding pricing procedures. While Section 4.1 of the original ITB requires vendors to work through a KnowBe4 Enterprise Account Manager (Jenna Larson) when obtaining pricing, the County confirmed it is amenable to vendors providing pricing based on existing enterprise agreements without requiring direct contact with the Account Manager, provided vendors believe they can do so accurately. All vendor inquiries must be directed to Sabrina Tippett, Procurement Specialist, through the Chatham County purchasing portal at https://chathamcountyga.bonfirehub.com/portal, with vendors instructed not to contact any County department directly.

CHATHAM COUNTY PURCHASING DEPARTMENT

ADDENDUM NO. 2 TO BID# 26-0003-2

FOR: PURCHASE OF KNOWBE4 SECUITY AWARENESS TRAINING AND PHISHING

PREVENTION SUBSCRIPTION FOR CHATHAM COUNTY

PLEASE SEE THE FOLLOWING ADDITIONS, CLARIFICATIONS AND/OR CHANGES:

1. QUESTION: Does KnowBe4 need to be used for Security Awareness Training? This is asked because if Chatham County is using Azure and/or AWS with the highest-tier subscriptions, those platforms can be configured to provide similar functionality and may be able to substitute for KnowBe4 using existing licensing.

RESPONSE: Yes. KnowBe4 is the County’s only approved Security Awareness Training platform.

2. QUESTION: Can the County confirm if a Tax Certificate (Business License) is required for this project?

RESPONSE: Since this invitation to bid (ITB) is for a subscription purchase, a tax certificate is not required for this type of bid.

3. QUESTION: Can the County confirm if a general contractors license is required for this bid?

RESPONSE: Since this invitation to bid (ITB) is for a subscription purchase, a general contractors license is not required for this type of bid.

4. QUESTION: Can the County confirm if a certificate of insurance is required for this type of bid?

RESPONSE: Since this invitation to bid (ITB) is for a subscription purchase, a certificate of insurance is not required for this type of bid.

5. QUESTION: Section 4.1 states vendors must work through a KnowBe4 Enterprise Account Manager when obtaining pricing. We typically provide numbers based on our internal figures as we have existing enterprise agreements with vendors such as KnowBe4. Am I still to contact/run my numbers by

KnowBe4?

RESPONSE: Chatham County typically has vendors work through our Main Account Representative at the provider company; however, if the vendor believes they can provide pricing without doing so, the

County is amenable to the vendor forgoing this.

6. QUESTION: Can an alternate solution be proposed in place of the KnowBe4 Security Awareness

Training and Phishing Prevention outlined in the solicitation?

RESPONSE: No. The County is not accepting alternate solutions at this time.

BID DUE DATE SHALL REMAIN 2:00 P.M., JANUARY 30, 2026
