About this file
Summary
This Scope of Work and Specifications document outlines Marion County Community Services Department's pre-qualified contractor program for residential rehabilitation projects under the SHIP & HOMES Rehab Program in Florida. The initiative seeks to establish an exclusive panel of general contractors to perform six standardized repair services: Roof Replacement, HVAC System Replacement, Domestic Well Replacement, Septic System Replacement, Handicapped Accessibility improvements (Doorways), and Electrical Panel Upgrades. All work must comply with state and federal guidelines, local building codes, and industry standards. Projects are capped at $75,000 per assignment, with contractors required to complete all work within timeframes specified in individual task orders and complete punch list items within seven days of issuance. Pre-quote meetings will be conducted one to two weeks after a quote is advertised, allowing contractors to assess projects on-site and propose necessary modifications. The general contractor serves as the prime contractor for all six commodities and manages all subcontractor coordination and pricing. Liquidated damages are assessed at $250 per day for delays, and retainage will be withheld per Florida Statutes until final project completion, including all punch list corrections and final inspections.
Qualified contractors must hold a current Florida General Contractor or Residential Builder license, possess current business licenses, maintain workers compensation and general liability insurance, demonstrate financial stability to self-finance projects for 30 days during reimbursement processing, and provide evidence of experience in residential construction and rehabilitation. Required submittals include a statement of interest, proof of qualifications and licenses, detailed descriptions of experience with three construction and three business references, proof of business location and ability to operate in Florida, W-9 forms, conflict of interest disclosures, and any additional supporting documentation. Marion County Community Services staff will evaluate all responses for inclusion in the pre-qualified contractor pool, with the county reserving the right to reject any or all responses due to acknowledged subjectivity in the evaluation process despite efforts to ensure impartial and fair assessment.

PURPOSE: This contract is intended to standardize and streamline the quoting and repair execution process for the Community Services Department for their Rehab projects. The intention is to establish a select group of pre-qualified contractors to perform SHIP & HOMES Rehab work for Marion County Community Services. By establishing this Pre- Qualified Contractor contract the Community Services Department hopes to solicit several GENERAL CONTRACTOR’S to agree to the general specifications detailed in this document and be part of an exclusive group of pre-qualified contractors being requested to quote and perform the Rehab repair projects that Community Services has available on a continuous basis. This is intended to shorten quoting and awarding process to provide service to citizens in a more expedited and less arduous manner.
SCOPE: The proposed contract specifications are comprised of the 6 major services the Community Services Department most frequently provides to its Rehab clients. These are also the six most time sensitive repairs where the ability to shorten the time from client request to repair would be most beneficial. The six repair services are as follows:
• Roof Replacement
• HVAC Replacement
• Domestic Well Replacement
• Septic System Replacement
• Handicapped Accessibility (Doorways)
• Electrical Panel Upgrade
The specifications to follow are still consistent with the current Rehab standards that have been used for quoting purposes over the last several years. The intention was to not modify the current standards, but to standardize them for the purposes of a pre-qualification process. Every project will have its own specific specifications that may vary slightly for these specifications due to specific requirements for each specific project. It is intended to hold a pre-quote meeting shortly after (1 to 2 weeks) the quote is advertised to the pre-qualified contractors. At that onsite meeting contractors can fully discuss and assess the project and reference the project specific specifications and quote form. All pre-qualified GENERAL CONTRACTOR’S can provide their input which will be assessed and needed modifications can be made to increase the clarity of the project. We urge all pre-qualified GENERAL CONTRACTOR’S to actively participate in the pre-quote review, evaluation, and suggestion process with Procurement & Community Services.
It is intended that the pre-qualified GENERAL CONTRACTOR/GENERAL CONTRACTOR’S will be the GENERAL CONTRACTOR for all of the 6 commodities included below. As such, all SUB- CONTRACTOR coordination and pricing would be handled solely by the awarded GENERAL CONTRACTOR. The CONTRACTOR must comply with all State & Federal Guidelines and Regulations.
DISCLAIMER: All work specified below is not all-inclusive. They are general specifications so contractors can have a preview of the typical specifications utilized on Community Services rehab projects. Prior to an awarded GENERAL CONTRACTOR starting a specifically assigned project, the GENERAL CONTRACTOR is required to verify exact measurements, sizes and quantities; and to know job conditions, and to
