About this file

This is a Request for Proposal (RFP) No. 721-26016 issued by the University of Texas at Austin's Procurement and Payment Services for Utilities and Energy Management (UEM), seeking proposals for Okonite Cable Supply and Related Services. The university is requesting qualified firms to provide Okonite branded cabling of various sizes and types, with an anticipated contract term of one year and options to renew for four additional one-year terms. The RFP covers approximately 30,000 feet of cable in sizes like 250/350/500 for the campus underground electrical distribution grid, with a proposal submission deadline of October 22, 2025. A virtual pre-proposal meeting is scheduled for October 7, 2025, at 1 PM CT, and the university reserves the right to make multiple awards and adjust services as needed.

The pricing will be reviewed on a bi-annual basis, with respondents required to indicate unit costs per foot in the Bonfire BidTable Excel file. The university has a HUB (Historically Underutilized Businesses) subcontracting goal of 23.7% for professional services and requires electronic submission of an E-HSP (Historically Underutilized Business Subcontracting Plan). Payment terms are net 30 days, and the university will use the JP Morgan Chase Single Use Account (SUA) program with a 3% merchant surcharge. The procurement is contingent on the availability of appropriated funds, and the university may terminate the contract if funds are not allocated for subsequent fiscal years.

Responses that fail to comply with the requirements contained in this Section 1.7.2 will constitute a material failure to comply with advertised specifications and will be rejected by University as non-responsive. Additionally, compliance with good faith effort guidelines is a condition precedent to awarding any agreement or contractual arrangement resulting from this solicitation. Respondent acknowledges that, if selected by University, its obligation to make a good faith effort to utilize HUBs when subcontracting any Work will continue throughout the term of all agreements and contractual arrangements resulting from this solicitation. Furthermore, any subcontracting of Work by the Respondent is subject to review by University to ensure compliance with the HUB Program.

5.2.1 Statement of Probability: University has determined that subcontracting opportunities are probable in connection with this procurement solicitation. Therefore, an E-HSP is required as a part of the Respondent’s response.

5.2.2 Respondent must electronically complete and submit the E-HSP via the UT Austin HUB Compliance Reporting System (B2Gnow) in accordance with the Terms and Conditions of this solicitation. Refer to APPENDIX THREE for instructions on how to access the E- HSP. 5.2.5 At the same time Respondent submits its response (no later than the Submittal Deadline

(ref. Project Detail Page). University will review Respondent’s E-HSP prior to opening the response to confirm Respondent submitted the E-HSP. 5.2.6 University may offer Respondent an opportunity to seek informal review of its draft E- HSP by University’s HUB Office before the Submittal Deadline. The informal review can be submitted via the UT Austin HUB Compliance Reporting System (B2Gnow) by selecting the cursory review option. A cursory review is designed to help address questions Respondent may have about how to complete its E-HSP properly.

Concurrence or comment on Respondent’s draft E-HSP by University will not constitute formal approval of the E-HSP and will not eliminate the need for Respondent to submit its final E-HSP to University as instructed by Section 5.2.
