About this file

This is a Statement of Work (Schedule A) for RFP 260000002402 Patient Clothing issued by the State of Michigan, Department of Health and Human Services (MDHHS) and Department of Corrections (MDOC). The RFP seeks to establish a contract for warehousing, distribution, data collection, and reporting of patient clothing for four adult hospitals serving approximately 700 patients annually and 26 adult correctional facilities serving over 30,000 prisoners annually. The contractor must provide a comprehensive range of clothing items including underwear, undergarments, pants, shirts, socks, footwear, pajamas, outerwear, and accessories in specified sizes and materials. The RFP permits single or multiple awards, and bidders may propose on any or all items listed in Schedule B. Contractors must submit product data sheets for each item and have samples ready for potential evaluation. Delivery must occur within 7 to 14 days from order receipt, with preference for delivery within five calendar days. The State prefers minimum warehouse inventory of ten units per item per size for core items.

Pricing for core items is firm for the base contract years, with any adjustments requiring documented evidence of cost changes and mutual agreement. The contractor must establish an online purchasing platform with 24/7 availability, customizable agency logins, and separate billing and shipping accounts. Payment will be made via Electronic Funds Transfer (EFT). The contractor must comply with extensive security requirements including MDOC training, background checks (LEIN clearance), PREA standards, and vendor rules and regulations. All contractor and subcontractor personnel entering MDOC facilities require security clearance and annual PREA and MDOC vendor training. The State reserves the right to add, remove, or replace items and facilities during the contract term. Contract administration includes monthly reporting requirements, virtual kick-off meetings within 30 days of execution, and product showcase meetings as requested. The contractor must designate a contract manager available 8 a.m. to 5 p.m. ET Monday through Friday with 8-hour response time, and 4-hour emergency response capability. Data retention, disposal, and retrieval capabilities are required to support State legal and archival obligations.
