About this file

This Scope of Work and Project Requirements document is issued by the Illinois Department of Natural Resources for a boat dock upgrade project at Rend Lake State Fish and Wildlife Area near Bonnie, Illinois. The project involves upgrading dock systems at two public access areas—Waltonville Dam Access Area and Nason South Access Area—to address chronic inundation issues that prevent year-round public use. Work at Waltonville Dam includes removing and relocating the existing floating dock, repositioning the bridge structure with 19 feet of pull-in clearance, installing a new 6-foot by 40-foot floating dock, and adding a diamond tread trip plate. At Nason South Access Area, the contractor must connect the relocated dock, reposition the bridge structure, re-drive spud poles, replace decking with treated southern pine lumber, install composite perimeter bumpers, and replace damaged cleats. All work must be completed by June 30, 2026. No pre-bid meeting will be held, though prospective bidders are encouraged to visit the site. Bids must remain valid for 90 calendar days from submittal, and contract award will be made to the lowest responsible and responsive bidder.

The contractor must be licensed in Illinois, registered with the Small Business Set-Aside Program, and have a minimum of five years of commercial general construction experience with documentation of at least five similar projects. The project is subject to Illinois Prevailing Wage Act requirements with rates published by the Illinois Department of Labor, and contractors must submit certified monthly payroll records. A performance bond and labor and material payment bond covering the full contract amount are required if the project exceeds $50,000. General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability of $1,000,000, and Workers' Compensation Insurance are mandatory. The contractor must maintain an Illinois office as the primary place of employment and complete a minimum of 51 percent of work with its own forces. Steel products must be manufactured or produced in the United States. Shop drawings and product data sealed by a licensed Illinois Professional Engineer must be submitted for approval. A one-year warranty on workmanship and materials applies, with eight-year warranties on structural frames and flotation devices. All independent laboratory testing costs are the contractor's responsibility, and a $15 fee for the Minority Contractor Opportunity Initiative will be deducted from the first payment.

SMALL PURCHASE PROCUREMENT

SCOPE OF WORK & PROJECT REQUIREMENTS

Date: March 2026 File# 5-26-034

LOCATION:Rend Lake State Fish and Wildlife Area
10885 E. Jefferson Road
Bonnie, Illinois 62816

PROJECT TITLE: Boat Dock Project

PROJECT NARRATIVE:

Rend Lake State Fish and Wildlife Area (SFWA) is located on the northwest side of Rend Lake, approximately eight miles south of Mt. Vernon and just west of Bonnie. Rend Lake SFWA consists of approximately 12,690 acres comprised of bottomland hardwoods, upland ag fields, and approximately 3,000 acres of impounded water. This site is managed for wildlife opportunities for public use, primarily for waterfowl.

In 2006, a Boat Access Capital Development Board (CDB) project was completed at Waltonville Dam Access Area and Nason South Access Area. This project included the construction of boat ramps, a dock system, parking areas, etc. at both facilities. Over the past several years, complaints have been made that the dock system has been overtopped with water, preventing public use.

As a result of the complaints, a survey was completed on the dock system at each facility. It was determined that when the pool elevation reaches 407.5’, the ramp to the dock at the Waltonville Dam Access area was overtopped and when the pool elevation reaches 408.0’, the ramp to the dock at the Nason South Access Area was overtopped.

Based on the review of 5 years of historical data, the pool elevation of Rend Lake has consistently been at or above elevation 408.0’ for seven out of the twelve months. Therefore, over the majority of the year, the access to each dock system at the Waltonville Dam Access Area and the Nason South Access Area have been inundated with water, preventing public use. Therefore, this project is necessary to make the appropriate repairs to each dock system to allow for public use year-round.

SCOPE OF WORK:

This project will include the Contractor providing all labor, equipment, and materials needed to upgrade the dock systems at Waltonville Dam Access Area and Nason South Access Area. Refer to Attachment 1 for Plan Drawings associated with this project. Specific tasks required at each facility are as follows:

Waltonville Dam Access Area:

· Contractor shall remove the existing floating dock and float it across the channel to the Nason South Access Area, approximately ¾ mile.

· Once the existing dock is removed, Contractor shall re-position the bridge by pulling it in approximately 19’, with the rollers resting on the existing concrete sidewalk.

· The position of the bridge will be so that there is at minimum a 6” clearance between the face of the existing ramp footing and the new floating dock. Refer to Sheet E-2 in Attachment 1 for the proposed dock elevation detail.

· One existing bridge structure has been re-positioned; the Contractor shall install a new 6’ wide by 40’ long floating dock. Refer to the project specification below for details regarding the new floating dock structure.

· The Contractor shall provide a new 2’6” x 5’-0” diamond tread trip plate and fasten it to the existing bridge as shown on the plan sheets. The tread plate shall be 3/16” thick.

Nason South Access Area:

· Once the floating dock from the Waltonville Dam Access Area is floated to the Nason South Access Area, it shall be connected to the existing floating dock.

· The existing spud poles shall be removed so that the Contractor can re-position the bridge by pulling in approximately 19’, with the rollers resting on the existing concrete sidewalk.

· Again, the position of the bridge will be so that there is at minimum 6” clearance between the face of the existing ramp footing and the floating dock.

· Once the existing bridge structure and connected floating docks have been repositioned; the Contractor shall re-drive the spud poles.

· Once dock system is secured, Contractor shall remove and replace the existing decking with treated southern pine #1 lumber.

· The Contractor shall install composite roto molded perimeter bumper on the entirety of the dock system.

· Replace and damaged and/or missing cleats.

· The Contractor shall provide a new 2’6” x 5’-0” diamond tread trip plate and fasten it to the existing bridge as shown on the plan sheets. The tread plate shall be 3/16” thick.

1. For main or header docks, the slope shall be no more than ½ inch per 6 feet length in any direction. For finger docks, the outer end of the dock shall not be more than 2 inches higher than where it attaches to the center dock. In addition, finger docks shall not have a cross slope greater than ½ inch per 3 feet width.

2. The height difference between two (2) adjacent dock units shall not be greater than 1/8 inch.

I. In order to prevent torsion, racking, and twisting, sufficient built-in torsional resistance shall be installed such that no more than three (3) inches variation in normal freeboard per 100 feet of length, as measured in any direction, under any possible combination of specified loads, excluding wave action loads.

J. Where bridges/gangways/ramps attach to the floating structure, there shall be floats attached either under the bridge or under the end of the structure, so that the structure remains level under dead load conditions, and that there is no excessive deflection under live load conditions.
