About this file

The document is an Illinois Department of Natural Resources (IDNR) Contract Change Order Determination Form for a project involving a pre-engineered pole building. The change order extends the contract end date to July 31, 2025, due to a material delay from the truss manufacturer that prevented the contractor from meeting the original contract completion timeline. The form is filed pursuant to 720 ILCS 5/33E-9, which requires documentation for contract changes that involve increases or decreases in cost or completion time by $10,000 or 30 days or more.

The change order was determined to meet three key criteria: (1) the circumstances causing the delay were not reasonably foreseeable at contract signing, (2) the change is germane to the original contract, and (3) the change order is in the best interest of the state government and authorized by law. The truss system is noted as a crucial structural component of the pre-engineered pole building, and the delay from the manufacturer necessitated the contract extension. The form is signed by Jim Bowling, a Regional Engineer at IDNR, on 6/4/2025, indicating official approval of the contract modification.
