About this file

This is a Scope of Work document for the Utah Department of Transportation (UDOT) outlining requirements for a 5-year Requirements Contract to supply Snowplow Cover Blades. The contract is structured as an as-needed purchase arrangement with no guaranteed minimum order quantities. UDOT will order products based on operational requirements, and the contractor must fulfill all orders within 60 calendar days of the order date. Three blade configurations are specified: 3/4" x 6" x 48", 3/4" x 6" x 60", and 3/4" x 6" x 72", each constructed from hot-rolled finished steel meeting SAE-AISI 1055 specifications with precise dimensional tolerances and punching requirements for 5/8" diameter bolts. Blades must be delivered bundled in groups of 10 per bundle with a maximum of 50 blades per pallet and must be shipped via trailer equipped for side unloading by forklift. The contractor is required to notify UDOT within seven calendar days of the approximate delivery date and must correct any seller errors within 14 calendar days of receiving notice from UDOT.

Contract pricing is guaranteed for one year from the effective date, with any subsequent price adjustments requiring 30 days' notice and supporting documentation demonstrating a logical mathematical link between current and proposed pricing. Price changes may occur no more frequently than annually, with adjustments considered acceptable only if there is a net change of five percent or more based on applicable indices. Failure to deliver products within the 60-calendar-day requirement will result in a cumulative five percent discount for every 14 days past the deadline, up to a maximum of 20 percent discount. Invoices must include the purchase order or contract number, be submitted in a timely manner with clearly itemized products and services, and be sent to UDOT's Accounts Payable email or regional addresses. UDOT reserves the right to adjust incorrect invoices and will remit payment by mail or electronic transfer. Cover blades are not to be painted and must meet all specified tolerances and hole center-line requirements for proper functionality in snowplow operations.
