About this file
This is a Bid Bond Form template for the City of Chester, Pennsylvania, establishing the financial security requirements for bidders submitting proposals on municipal contracts. The form requires principals and sureties to execute a bond in a specified penal sum, contingent upon the principal's commitment to not withdraw their bid within the specified timeframe following bid opening and to execute a written contract within ten days of receiving notification of award. The bond ensures the bidder's good faith participation and establishes financial consequences should the principal fail to enter into the contract or provide required performance bonds after bid acceptance. This document serves as a standard requirement across multiple concurrent City of Chester solicitations, including waste management and recycling collection services (5-year term from January 1, 2026 through December 31, 2030, with optional extensions through 2032), on-call towing services (two licensed and insured companies), and municipal parking management and enforcement services (2-year term with option for Year 3 renewal).
The bid bond form requires corporate principals and sureties to provide notarized execution with corporate seals and supporting power of attorney documentation from surety company representatives. Specific penalty amounts and contract details are left blank to be completed based on individual solicitation requirements. All bidders must be licensed, insured, and bonded to meet qualification thresholds established by the City of Chester. The procurement process includes an optional virtual pre-bid meeting scheduled for July 28, 2025 (registration required by July 25, 2025), with project awards expected by the third quarter of 2025. Bidders are required to submit multiple supporting documents including certificates, non-discrimination and sexual harassment acknowledgments, workers' compensation forms, non-collusion affidavits, and conflict of interest disclosures as part of their bid packets.
