About this file

This is a Forest Conservation Plan drawing set prepared by Navarro & Wright Consulting Engineers for the Camp Fretterd Water Main Replacement Project located at 13700 Hanover Pike, Reisterstown, Maryland 21136, a 486.08-acre site owned by the State of Maryland, Military Department. The project involves the installation of new water mains and abandonment/removal of existing water mains across a Limit of Disturbance (LOD) of 155,640 square feet (3.57 acres). The plan includes comprehensive sediment and erosion control measures, tree protection protocols, and forest conservation requirements in compliance with the 2011 Maryland Standards and Specifications for Soil Erosion and Sediment Control. No stormwater management is required as no new impervious area is proposed and all ground will be restored to original conditions. A field study conducted on May 14, 2022, confirmed no forested areas, wetlands, floodplain, steep slopes, or highly erodable soils within the LOD. The 17-sheet drawing set, prepared by licensed Professional Engineer Paul J. Navarro (License No. 21009), details site layouts, utility locations, temporary erosion and sediment control measures including silt fencing, stabilized construction entrances, soil stabilization matting, and same-day stabilization areas limiting trench openings to 100 linear feet per day.

The plan mandates tree protection through plastic mesh fencing installation around specimen trees and throughout the forest conservation areas, with 36 specimen trees identified for protection or removal. Off-site forest planting of 578 native trees is required across 71,875 square feet (1.65 acres) on Glen Falls Road, including species such as Kentucky Coffee Tree, Red Maple, Sugar Maple, River Birch, Pin Oak, Willow Oak, and Crabapple. Detailed specifications address invasive species suppression using mechanical removal and approved herbicide applications by licensed applicators, pre-construction and pre-planting inspections coordinated with Baltimore City, proper planting techniques with mycorrhizal fungi amendments, mulching requirements, two-year maintenance and warranty periods, and post-construction corrective measures. All work must comply with Baltimore City supplement requirements and Forest Conservation Manual standards. The project site is located entirely within the Liberty Reservoir Watershed, with a large onsite forested area designated as a DNR Focal Area. Historical buildings on-site will not be affected by proposed work activities.

1 11/12/25 Revised MES Project Number

Notes:

· All proposed planting areas within the limits of disturbance will be planted with trees per the Baltimore City Supplement to the State Forest Conservation Manual following construction completion.

· All temporary access locations will enter onto City property from City roads. The access paths throughout the limits of disturbance will consist of a mulched material.

Protection:

· Install plastic mesh tree protection fencing and construction signs as shown on the Forest Conservation Plan (FCP). Make sure all fencing and construction signs are visible, well-anchored, and placed in the correct location. Be prepared to make field adjustments of the plastic mesh tree protection fencing as determined by the City Environmental Planner.

· An inspection (pre-construction meeting) will occur before construction begins to ensure that the forest protection devices have been installed properly and retention areas are clearly marked. This inspection shall occur before any forest clearing, stress reduction measures, or grading is started. The developer will need to schedule the inspection with the Baltimore Office of Sustainability (410-396-1670) and the Baltimore City Department of Recreation & Parks (410-396-6109).

Attendees shall include the developer's representative, construction superintendent, Maryland Licensed Tree Expert (if required), the City Environmental Planner, and a representative from the Baltimore City Department of Recreation & Parks. It is the developer's responsibility to coordinate and schedule this inspection.

· Upon approval of placement of forest protection devices, no clearing or grading shall begin until stress reduction measures as indicated on the approved FCP has been implemented, unless otherwise permitted by the City Environmental Planner. Appropriate measures may include:

A: Root pruning.

B: Crown reduction or pruning.

C: Watering.

D: Fertilizing, only if soil test show that pH and nutrients are extremely low.

E: Vertical mulching.

An International Society of Arboriculture Certified Arborist must perform/supervise all stress-reduction measures. Documentation of stress reduction must be sent to the City Environmental Planner at 417 E. Fayette Street, 8th Floor, Baltimore, Maryland 21202.

· Temporary tree protection devices shall be maintained and installed by the contractor for the duration of the construction project and must not be altered without prior approval of the City Environmental Planner. No equipment, trucks, materials, or debris may be stored within the tree protection fence areas during the entire construction project. No access to the fenced area will be permitted. Tree protection fencing shall not be removed without approval of the City Environmental Planner.

· Remove any trees within the limits of disturbance that is scheduled to be removed prior to construction in a manner that will not damage the remaining trees.

Invasive species suppression:

· Refer to the FSD Report: Section 9.0 (Invasive Species

Control) for details of species removal/suppression.

· Submit State Herbicide Applicator License and

Certification for the Company, Supervisor/Superintendent working on the project. The Certification must state that the assigned Supervisor/Superintendent is certified in the category related to the project; Forest, Right of Way, or Aquatic Pest Control (for work directly adjacent to or over water).

· Contractor to remove all invasive species within the limits of disturbance and planting area prior to planting.

Control of invasive plants using approved mechanical removal (machetes, chainsaws, pruners, etc.) methods or approved herbicide applications. Spray as necessary, as according to the FSD report. The Contractor must be sensitive and selective to avoid harming native plant species during invasive plant removal. The Contractor is responsible for damages if mechanical removal is performed outside the removal area.

· Seed invasive species suppression areas with appropriate seed mix for the area.

Planting:

· Prior to installation of landscaping, afforestation or reforestation, the applicant must schedule an on-site pre-planting meeting with the City Environmental Planner (410-396-1670) and the City Arborist (410-396-6109). Attendees shall include the contractor, landscaper, City Environmental Planner, and City Arborist. The Contractor is required to stake out each individual planting pit for trees and request the City to inspect and approve plant spacing and planting techniques prior to proceeding. All details of the planting plans will be discussed including:

o Plant quality § Trees shall conform to the current version of the American Standard for Nursery Stock (ANSI Z60.1).

§ Proper form for species. No substitution of plant materials is permitted without prior written approval from the City.

§ Plant materials must be selected from certified nurseries that have been inspected by state and/or federal agencies. Nursery inspection certificates shall be furnished to the City upon request.

§ No co-dominant stems or multiple trunks (unless approved by City Environmental Planner and City Arborist).

§ Sound graft union.

§ Girdling roots removed.

§ Trees shall be healthy, vigorous, and insect/disease free.

o Proper Planting § No higher than 3”, § Exposed root flare, § Wire baskets/twine/burlap removed from top half of root ball, § All synthetic burlap or twine removed completely, § No hose and wire, § Hole twice the size of the root ball, § Mulched properly, § Wildlife protection installed (if required).

Trees not complying with the above guidelines may be rejected at the discretion of the City Environmental Planner and the City Arborist. To maximize the trees potential for survival, tree planting will not be permitted between the dates of June 1 and September 1, or when the ground is frozen, or as directed by the City. Live stakes should be installed during cold weather months.

Plantings will only occur when weather and soil conditions will permit the successful establishment of plants.

The Contractor shall refer to the Planting Schedules for specific spacing requirements. In the Planting Schedule, the Contractor shall use the overall spacing figure to determine the spacing between each species of vegetation.

All planting pits shall be dug by hand. Walls of planting pits shall be dug so that they are vertical or sloping outward in heavy soils. Scarify the walls of the pit after digging.

Excavate the planting pit to twice the width of the root mass. The planting pit shall be deep enough to allow the root flare to be flush with the existing grade or no more than 3” higher.

Remove all debris from the pit and tamp loose soil in the bottom of the pit by hand. Remove the plant either by cutting or inverting the container. There is no need to remove the peat pot or cut the root mass of herbaceous plugs. Do not handle the plant by the branches, leaves, or stem.

Place the plant straight in the center of the planting pit, carrying the plant by the root mass. Never lift or carry a plant by the trunk or branches.

No fertilizer shall be used for herbaceous planting.

Place four (4) ounces of fertilizer in each plant pit for up to 1-gallon size containers, six (6) ounces for up to 3-gallon container size, and place eight (8) ounces for up to a 5-gallon container size. Place the fertilizer in the planting pit completely surrounding the plant ball prior to backfilling.

Mix a minimum of 500 spores of endomycorrhizal fungi and 30 million spores of ectomycorrhizal fungi to each cubic foot of backfill for trees and shrub planting.

Backfill planting pit with existing soil and hand tamp as pit is being backfilled to completely fill all voids and air pockets. Do not over compact soil. Make sure plant remains straight during backfilling/tamping procedure. If staking is required, trees must be staked. All stakes must be removed after twelve (12) months.

DO NOT COVER THE TOP OF THE ROOT MASS

WITH SOIL.

Trees shall be mulched. A minimum diameter of 20-inches of mulch shall be placed around each plant.

Mulch shall be 2” to 3” thick. Mulch shall NOT be placed directly against the stem of the plant.

The Contractor shall leave no open planting pits at the close of each day.

Initial Watering: The Contractor must provide one (1) initial watering after planting or seeding. Watering beyond the initial watering will be considered additional watering and will be included within the maintenance agreement. All watering must be accomplished using a hose with nozzle and breaker or a sprinkler. Water must be applied in sufficient quantities to maintain moist soil to a depth of at least 4”. Water must be applied at low water pressure directly to each plant, allowing water to be absorbed into the planting pit soil until saturated, but without runoff. The Contractor must avoid application of too much water.

The following may be used as a guideline for water volume requirements for plants installed for stream work.

Caliper Gallons of Water Under 1 inch 5

1.5 inch 5 to 10 2 inch 10 to 15

2.5 inch 15 to 20 >2.5 inch 20 to 30

Use of Existing Soil: The backfill for existing soil shall consist of soil amended to the following composition:

approximately 45-77% silt, 0-25% clay, 25-33% sand, pH of 5.5-6.5, and organic content of 3-5% by weight.

Foreign material and stones over 2 inches in diameter are not permitted. Random soil sampling may be conducted to ensure this requirement is met.

Replacement Soil: Furnished topsoil shall come from approved sources and shall be good, friable, free-draining and uniform in texture/structure and natural loam soil. Topsoil shall contain no subsoil material and free of sticks, stones, rocks, weeds, debris or other extraneous matter.

(1) The Contractor shall use topsoil from an area that has never been stripped and shall have an acidity range of pH 5.5 to pH 6.5.

(2) The topsoil shall have an organic content minimum of 3% by weight. Clay loam is not acceptable.

(3) The topsoil shall be graded to the lines indicated and top soiling or other operations shall be corrected to prevent formation of depressions where water will stand.

(4) Provide topsoil as required to correct areas damaged during construction within and outside of the indicated limits of disturbance.

(5) The topsoil shall not be placed when the subgrade is frozen, excessively wet/dry or in a conditional otherwise detrimental to the proposed planting or the proper grading.

Post Planting:

· The City Environmental Planner and City Arborist must be notified IN WRITING when the planting is complete.

The maintenance and warranty period will not begin until the City Environmental Planner and City Arborist has accepted all plantings. Trees will be inspected for plant quality and proper planting in accordance with City specifications. Once the maintenance period has begun, the applicant is responsible to maintain plant health in accordance with the signed Maintenance Agreement.

Routine inspections will be conducted throughout the warranty period and the applicant will be notified in writing when corrective measures are required. Failure to compete the work by the given date may result in fines being issued, permits revoked, or other punitive measures. Such maintenance shall include when appropriate, but not necessarily be limited to:

o Watering, fertilizing, and control of competing vegetation during the initial planting and through the maintenance period as may be necessary.

o Pruning, mulching, tightening, and removal of guys and stakes within 6 months, resetting of plants to proper grades or upright position, and furnishing and applying such sprays or other items necessary to thwart damage from insects and disease.

o Providing protection measures such as fencing and interpretive signs as necessary, to prevent destruction or degradation of the planting site.

o Following those standards contained in the Forest Conservation Manual for the protection and satisfactory establishment of forest where applicable.

o Eradicate, suppress, and control invasive exotic plant species during the maintenance period to the satisfaction of the City Environmental Planner.

o Installing and maintaining devices to protect against wildlife damage.

Post-Construction:

· An inspection shall be requested IN WRITING after construction is completed. Corrective measures may be required for existing trees and/or forest areas, which may include, but are not limited to the following:

o Removal and replacement of dead or dying trees.

o Pruning of dead or declining limbs.

o Soil aeration.

o Fertilization.

o Watering.

o Wound repair.

o Cleanup of debris.

· After inspection and completion of corrective measures (if necessary) have been undertaken, all temporary protection devices shall be removed from the site. No additional grading, sodding, or burial of debris may take place.

Specification For Seeding (Post Site Preparation):

A. Mulch: Apply ½” to ¾” thick layer or 60 to 80 straw bales per acre.

B. Hydro mulch: Wood cellulose applied at a net dry weight of 750 pounds per acre.

C. Erosion Control Blankets (coir mat) acceptable as determined by the City.

D. Mulching straw and Stabilizing Materials:

All straw mulch shall be bound with a suitable binder or straw shall be rolled thoroughly with a crimping roller in several directions to prevent erosion of the soil and/or mulch.

E. Apply Water.

F. Fertilizer: The Contractor shall use organic fertilizers in lieu of petroleum-based fertilizers. Suitable products that are commercially available are marketed and certified as 'organic' or 'natural' fertilizers. Organic materials shall include such items as sea grasses/kelp, rock powder, bone meal, whey, bean meal, blood meal, composted manure, etc. Product nutrient content shall be identified in the standard form of Nitrogen (N), Phosphorous (P) and Potassium (K) ratios. Fertilizer nutrient content shall be 20-10-5. The application rate shall be equivalent to a 5-gram tablet per bare root plant. The City or City's agent must approve any proposed substitution to this nutrient content. Application rates of fertilizers shall be 800-1200 lb/acre of 10-10-10 (or the equivalent).

G. Limestone Application rates of limestone shall be 1-1½ tons/acre.

H. Construction: The Contractor shall furnish and install the permanent seed mix.

I. Installation: All areas disturbed by construction shall be seeded in accordance with the planting plans and schedules. Areas not disturbed, or areas where the City allows permanent retention of wood chip mulch protection, shall not be seeded. All areas to be seeded shall conform to the finished grades as specified on the plans and be free of all weeds, trash, debris, brush, clods, loose rocks, and other foreign materials larger than 3” in diameter or length that would interfere with seeding. All gullies, washes, or disturbed areas that develop subsequent to final dressing shall be repaired prior to seeding. No seeding shall be performed on frozen ground or when the temperature is 320F/00C or lower. Sow seed mixture between the dates of March 1 and May 31 or between the dates of August 15 and October 31. Apply ground agricultural limestone at a rate of 92 lbs. / 1000 sf. Apply 0-20-20 fertilizer with the limestone at a rate of 15 lbs. per 1000 sf. Immediately prior to seeding, supply 10 pounds of 38_0_0 ureaform and 12 pounds of 10_20_20 or equivalent per 1000 sf. If planting cannot be accomplished within the dates noted above, apply temporary seeding and mulch. Mulch as specified above. Lime and fertilizer requirements shall be as noted above.

J. Site Preparation: Areas that are to be seeded as directed by the planting plan AND have not been graded or otherwise had the soil exposed, will require some site preparation. A light disking or rototilling ONLY to 1” in depth is all that is needed. It is important to stay outside the Critical Root Zone of trees as indicated in the planting plans.

1. Broadcast Method:

Broadcast by hand or by backpack seeder using the proper proportion seeding rate and seed proportion for area. To help proportion the seed, filler can be used such as; sawdust, kitty litter, or sand.

Broadcast half the seed in direction (vertically) and the other half in the opposite direction (horizontally).

To achieve good seed to soil contact this procedure is to be followed by rolling or tracking seed into top ¼” of the soil.

2. Hydro-seeding Method:

In areas, too wet to work use the hydro-seed.

Apply seed with appropriate amounts of hydro-mulch for good seed placement. To follow up use straw mulch or hydro-mulch to seed cover.

K. Mulching: At the rate of two tons/acre apply non rotten small grain straw after seeding. Using a vegetable oil based tackifier (or an approved tackifier) at the rate of 100 pounds in 750 gallons of water per acre and anchor mulch immediately after application. During the period of October 31 through February 28, the site should be protected by applying and anchoring straw mulch at the rate of two tons per acre. Seeding should start as soon as possible in the spring.

L. Broadcasting: Seeding shall be accomplished by using a broadcast spreader. The City must approve any alternative seeding methods.
