About this file
This is an Affidavit of Eligibility document issued by the City of Lubbock, Texas Purchasing and Contract Management Department in accordance with Texas Local Government Code 271.9051, establishing local bidder preference criteria for the Granular Road Maintenance Salt procurement. The affidavit serves as the formal mechanism through which local businesses can qualify for consideration under the municipality's local preference program. Bidders must complete and submit the affidavit to Marta Alvarez, Director of Purchasing and Contract Management, located at 1314 Avenue K, Floor 9, Lubbock, TX 79401, with incomplete submissions subject to rejection.
The local preference policy permits the City of Lubbock to award contracts to local bidders whose principal place of business is within city limits if their bid is within five percent of the lowest bid received from non-resident bidders, provided the contract is valued under $100,000 for construction services or under $500,000 for other purchases. To qualify, local bidders must provide detailed information including the number of city residents employed at the business location, the year the business was established in Lubbock, reseller permit information if applicable, whether the business operates multiple Texas offices, and confirmation of local business and real property tax payments. The City retains the right to reject all bids and may prohibit any business found submitting false information from bidding on City contracts for one year. This preference does not apply to telecommunications or information services.
