About this file

This document is an Addendum to Request for Proposal (RFP) No. 4-P131-P-00098-00 issued by Argonne National Laboratory. The addendum addresses questions received from offerors regarding the proposal instructions and financial capability requirements. Specifically, it confirms that Argonne will accept proposals that do not use hourly rates and labor categories, as long as the offeror provides a detailed narrative of their commercial pricing practices and basis of estimate. Argonne also confirms that a signed financial comfort letter from a third-party auditor/accounting firm will be accepted to demonstrate the offeror's financial capability.

The related federal contract opportunity is for Argonne National Laboratory to provide an independent review and assessment of the Office of Clean Energy Demonstrations' (OCED) project management oversight approaches and analytical capabilities to facilitate successful commercial demonstration projects. The scope includes tasks such as developing a risk-informed project management oversight model, designing an investment decision structure and analytical support, providing recommendations for a Demonstration & Deployment Advisory Board oversight approach, and integrating technical, engineering, and analytical expertise to support OCED's project management oversight.

5/7/24 This addendum is being issued to modify the subject RFP as follows:

Question:

Enclosure No. 1 Instructions for Preparation of Proposals and Notice to Offerors: Section I, C, Part III – Price Proposal, pg. 4 indicates that each offeror shall provide a fixed price proposal with each individual task to be priced individually, but also indicates that each offeror is to include fully loaded direct labor rates and the number of hours proposed for each labor category along with any other direct costs. Some commercial advisory firms use pricing models that are not based on hours, hourly rates, and labor categories. In the past, ANL has accepted proposed pricing that is not based on hours, hourly rates, and labor categories as long as the responding offeror provided a narrative explanation of its commercial pricing practices along with a basis of estimate and (by request) historical pricing data. Could the Lab confirm that it will accept such proposals in response to this RFP?

Response: Yes, proposals containing a detailed narrative of commercial pricing practices, basis of estimate, and any other available substantiating documentation (e.g. GSA schedules, comparable contracts, publicly posted pricing, etc) will be accepted.

Question:

Enclosure No. 1 Instructions for Preparation of Proposals and Notice to Offerors: Section I, B, Part II - Business Management Proposal, b, Financial Capability pg. 3 states that the “Contractor shall provide their most recently completed quarterly or yearly set of financial statements, inclusive of notes to the consolidated financial statements, in addition to any other supporting documentation that supports the financial health or viability of offeror’s organization.” Could the Lab confirm that it will accept a signed financial comfort letter to justify the offerors financial capability?

Response: Yes, the Laboratory will accept a signed comfort letter from a third-party auditor/accounting firm.

ALL OTHER TERMS AND CONDITIONS OF THE ABOVE-REFERENCED RFP REMAIN THE SAME.
