About this file

This is a Justification for Other Than Full and Open Competition document for a lease extension submitted by the U.S. General Services Administration, GSA Region 2, New Jersey/Caribbean Branch (Project Number 4NJ0295).

GSA seeks to extend its current lease for office space at 955 Springfield Avenue, Springfield, New Jersey (Lease Number LNJ00831) without competitive bidding. The current lease, expiring February 16, 2026, covers 40,028 ABOA USF and 46,469 rentable square feet (RSF) of office space plus 187 structured, unreserved parking spots. The one-year extension is needed to protect Government occupancy while two competitive long-term strategic consolidation projects are completed. These projects, numbered 7NJ2243 and 0NJ2167, will consolidate existing Springfield, Mountainside, and Iselin offices into new locations in Kenilworth and Iselin, New Jersey, with estimated completion in the first quarter of 2026. The current lease rate is $28.02 per RSF; the proposed extension rate and total cost are redacted in the document. GSA justifies the sole-source extension under 41 U.S.C. §3304(a)(1) and GSAR 570.402, citing substantial duplication costs from relocation that cannot be recovered through competition. A cost-benefit analysis demonstrates that relocating to alternative space would cost approximately $360,252 more than remaining in place. Market research conducted July 31, 2024, established comparable asking rates in the Springfield area ranging from redacted values per RSF. The incumbent Lessor has been responsive throughout the current lease term, and no other expressions of interest were received during market outreach conducted August 12-23, 2024.
