About this file
This Limited-Sources Justification document details the United States Coast Guard (USCG) Academy's procurement of three 2025 Primo 4x2 Passenger trucks from Vantage Vehicle International Inc under GSA Contract GS-30F-0008W. The vehicles, each priced at $28,305.09 for a total of $84,915.27, are replacement utility vehicles for the Public Works Division, featuring automatic transmission, A/C, heating, ladder mounts, and undercoating. The procurement is justified under FAR 8.405-6(a)(1)(i)(B) as Vantage Vehicle International is deemed the only source capable of providing vehicles meeting the specific operational requirements, including uniformity with existing campus vehicles, cargo capacity, and maintenance familiarity.
Extensive market research was conducted among 44 GSA contractors in the Wheel and Track Vehicles category, with the document noting that none of the other contractors offer comparable utility vehicles with the required specifications. The USCG Academy's local garage currently maintains parts and provides maintenance for Vantage Primo vehicles, which further supports the sole-source justification. The procurement will be funded through UCGICGAY25 appropriations for Fiscal Year 2025, with the Contracting Officer certifying that this represents the best value and lowest overall cost alternative for meeting the government's needs.
