U.S. Coast Guard Justification for Other Than Full and Open Competition

This document is a U.S. Coast Guard justification for restricting competition in a commercial products procurement under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The purchase request number is 52800PR260027927, with an estimated total value over the micro-purchase threshold but at or below the simplified acquisition threshold (SAT).

The Coast Guard requires the purchase and delivery of specific brand name printing peripherals and supplies to support its Electronic Health Records system, MHS GENESIS. The required equipment consists of Lexmark MS823dn and Zebra ZD421-HC printer models, which have been tested and approved for use with MHS GENESIS. These printers will support clinical printing needs, including patient wristbands, health records, labels, and other clinic documents necessary for daily patient care and clinic operations. The justification for brand name restriction is based on the need for standardized, tested equipment that reduces setup problems, simplifies troubleshooting, reduces printer driver maintenance, and limits clinic downtime across Coast Guard clinics. The C5I-THS-THSPL-HSIT branch provides technical support for Coast Guard clinics using MHS GENESIS. The contracting officer determined the final award price to be fair and reasonable based on market research and comparison to an Independent Government Cost Estimate (IGCE), which included research from multiple vendors. Alternative printer models are commercially available but would require additional testing and approval before use with MHS GENESIS, potentially creating delays and disrupting clinical workflows.

AUTHORITY JUSTIFICATION TYPE

Restricting Competition FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12

☐ Only One Source Is Available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

☒ Brand Name - Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: The U.S. Coast Guard requires the purchase and delivery of specific brand name printing peripherals and related supplies to support the Coast Guard’s Electronic Health Records system, MHS GENESIS. The C5I-THS-THSPL-HSIT branch provides technical support for U.S. Coast Guard clinics using MHS GENESIS. These printers and related supplies will support clinical printing needs, including patient wristbands, health records, labels, and other clinic documents needed for daily patient care and clinic operations. These specific Lexmark and Zebra models have been tested and approved for use with MHS GENESIS. Using these models will help the Coast Guard keep printer support consistent across clinics, reduce setup problems, simplify troubleshooting, reduce printer driver maintenance, and limit clinic downtime.

SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI): The Contracting Officer determined the final award price to be fair and reasonable based on competition.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE: The Coast Guard requires the specific Lexmark MS823dn and Zebra ZD421-HC printer models because these models have already been tested and approved for use with MHS GENESIS. The required printers support important clinical printing needs, including patient wristbands, health records, labels, and other medical documents used in Coast Guard clinics. Using the exact printer models listed in this justification will allow the Coast Guard to keep clinical printing equipment consistent across supported clinics. This consistency is important because it reduces setup issues, simplifies troubleshooting, reduces printer driver maintenance, and helps limit clinic downtime. Other printer models may be commercially available; however, they would require additional testing and approval before they could be used with MHS GENESIS. Using untested or unapproved models could create delays, increase technical support requirements, and disrupt clinical printing workflows. Market research was conducted from multiple vendors, as documented in the Independent Government Cost Estimate. Based on the Government’s need for standardized, tested, and approved printing peripherals for MHS GENESIS, this brand name justification is appropriate for this requirement.
