About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), issued under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The procurement (Requisition Number 67100PR260037973) seeks four new Carrier AquaSnap air-cooled chillers and two complete Carrier split systems as direct replacements for existing end-of-life Carrier HVAC units at USCG TRACEN Cape May. The units will provide critical cooling to the Admin, CPO, UPH, and ESD buildings. The specific legacy models being replaced include: Admin Chiller 30RBB0805D-5D7-3, CPO Chiller 30RAP0205FA01F00, UPH Chillers 30RAP0305FA02100 and 30RAP0305FA01F00, and ESD Air Handlers FV4BNF005000AAAA with matching condensers. The justification type is Brand Name, with the rationale that existing infrastructure—including custom concrete pads, piping, electrical connections, ductwork, refrigerant lines, and controls—was built specifically around Carrier equipment. Using alternative brands would require new or enlarged pads, relocated piping, new electrical work, ductwork modifications, control system changes, additional design work, higher costs, and extended outages. The contracting officer will determine the specific source through competition posted on SAM.gov, allowing eligible vendors to compete if they can supply the required Carrier equipment. Fair and reasonable price determination will be established through market research, comparison to Independent Government Cost Estimate (IGCE), competitive quotes from eligible vendors, and comparison to past prices paid for similar equipment.

U.S. COAST GUARD JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
COMMERCIAL PRODUCTS AND SERVICES AT OR BELOW THE SAT
FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12
PURCHASE REQUEST OR REQUISITION NUMBER:67100PR260037973
ESTIMATED TOTAL VALUE, INCLUDING OPTIONS:
(Over Micro-Purchase Threshold, but up to the SAT)
AUTHORITY JUSTIFICATION TYPE
Restricting Competition FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1 for FAR Part 12
☐ Only One Source Is Available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).
☒ Brand Name - Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: This procurement is for four
(4) new Carrier AquaSnap air-cooled chillers and two (2) complete Carrier split systems. The intended use is to serve as direct, like-for-like replacements for existing, end-of-life Carrier HVAC units currently providing critical cooling to the Admin, CPO, UPH, and ESD buildings at USCG TRACEN Cape May.
The equipment pads are custom matched to the existing Carrier units, and existing utilities will be reused to minimize site work and electrical connection work required by USCG TRACEN Cape May maintenance staff.
The specific legacy models being replaced are:
• Admin Chiller: 30RBB0805D-5D7-3 by Carrier
• CPO Chiller: 30RAP0205FA01F00 by Carrier
• UPH Chillers: 30RAP0305FA02100 and 30RAP0305FA01F00 by Carrier
• ESD Air Handlers: FV4BNF005000AAAA with matching condensers by Carrier
SUGGESTED SOURCE NAME, ADDRESS, & UNIQUE ENTITY IDENTIFIER (UEI): The suggested brand is Carrier. The specific source, address, and Unique Entity Identifier (UEI) will be determined by the Contracting Officer through competition posted on SAM.gov. The solicitation will allow eligible vendors to compete, provided they can supply the required Carrier equipment that meets the Government’s needs.
RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE: A site review and equipment review showed that Carrier equipment is needed because the existing HVAC systems at TRACEN Cape May are Carrier units and the replacement units must fit the current setup. The existing concrete pads, piping, electrical connections, ductwork, refrigerant lines, and controls were built around Carrier equipment. Using another brand would likely require new or larger pads, moved piping, new electrical work, ductwork changes, control changes, added design work, higher costs, and longer outages. Carrier equipment will allow the Government to replace the old units with the least amount of change to the site and with less cost and delay. Therefore, Carrier is the only brand that can meet the Government’s needs for this purchase.
