1.0 GENERAL

1.1 BACKGROUND

The National Weather Service (NWS) Eastern Region (ER) has a requirement to rehabilitate multiple Automated Surface Observing System (ASOS) locations at select FAA Airports. The ASOS is used to make timely meteorological observations which aids in the safety of Airport operations. Rehabilitation is necessary to prevent any deterioration of metal surfaces, stabilize ground surfaces and maintain site landscaping in order to ensure proper system operation. This equipment serves as a critical system which must maintained overtime to due to the effects of environmental conditions, specifically weather.

The purpose of this contract is to address wear on painted surfaces and provide maintenance to ground surfaces surrounding the sensor groups at fourteen (14) FAA-sponsored ASOS sites within ER. This equipment is deemed critical infrastructure and planned maintenance is required to ensure continuity of operations.

1.2 SCOPE

1.2.1 The scope of this contract is to address work at fourteen (14) ASOS locations. This maintenance work includes: preparing metal surfaces for the re-coating of paint on galvanized, aluminum, and ferrous metal materials, stainless steel hardware inspection/re-tightening/replacement, and rehabilitation of site landscaping (weed barrier, crushed stone, replacement landscaping box).

Work will include all supporting structures, electrical boxes, hangers, supports, conduits, weather instruments and sensor equipment, wind tower, other mechanical items, and landscaping rehabilitation.

Preparation and painting of any surface not specifically mentioned to be addressed herein, but for which painting is obviously necessary to complete the job, or for work which comes within the intent of this contract, is to be included as though specified.

The selected locations under this contract are as follows:

• North Adams, MA

• Bennington, VT

• Glens Falls, NY

• Pittsfield, MA

• Poughkeepsie, NY

• Clarksburg, WV

• Parkersburg, WV

1.2.2 Work activities may vary between locations.

1.2.3 The Contractor is to perform a visual inspection of current site conditions prior to the start of any work. The COR is to be contacted and briefed prior to starting work. The Contractor is not to make any modifications to equipment owned by the Government under this contract.

1.2.4 All prospective bidders are encouraged to request a site visit to clarify the actual scope for work to be performed under this contract. Failure of a bidder to arrange a site visit shall not constitute grounds for a later claim against the Government. A pre-proposal site visit to each location is encouraged, but NOT a requirement in order to respond to this request for proposal. Any Contractor request for a site visit must be coordinated in advance with the Government by contacting the Contracting Officer’s Representative (COR) directly. The COR will coordinate a site visit for prospective bidders.

1.3 OBJECTIVE

The objective is to rehabilitate select ASOS locations (weather instruments and sensor equipment, supporting structures and infrastructure) by preparing and re-coating all metal surfaces, inspecting and replacing hardware, and restoring landscaping requirements to NWS standards. This includes site cleanup and proper disposal of waste.

• The contractor shall ensure that the wind tower is properly secured while in the tipped (horizontal) position. The tower has a counterbalance weight in the base to aid in its raising and lowering. If the tower is not securely held or anchored at all times, it can up-right itself and may cause injury to someone in the process. In addition, the Contractor should be aware of the lightning rod at the top of the tower. It has a sharp point which can injure someone if the contractor does not cover it with a temporary protective sleeve.

• The NWS has no designated area to store materials onsite at any Airport. The Airport shall not be used to store Contractor material, tools or equipment when not in use by the Contractor. Any temporary on-site storage will be the responsibility of the contractor;

Any work or activity undertaken prior to review shall be at the Contractor’s own risk.

Should the CO subsequently determine the work or activity does not comply with the contract, the Contractor shall be responsible for all costs and time required to comply with the CO’s determination. CO shall have the right to order the Contractor to cease execution of work for which submittals have not been reviewed. The Government shall not be liable for any cost or delay incurred by the Contractor attributable to the proper exercise of this right.

Review of submittals will be general and shall not be construed as permitting any departure from the contract requirements.

The Contractor shall identity in writing, all deviations or changes in re-submitted submittal(s). In the absence of such written notice, review of a submission shall not include or apply to such deviations or changes.

The Contractor shall provide a Safety Data Sheet (SDS) to the COR for all products and chemicals planned for use by their workers while on-site. The SDS will be reviewed and filed by the COR in the project file.
