About this file

This document is an Addendum (#2) for a public works contract issued by the City of Chandler, Arizona, for the Airport Water Reclamation Facility Canopy Coating Repair project (Solicitation # PW5-910-4948). The addendum provides detailed clarifications and responses to vendor questions regarding surface preparation, coating application, water usage, working hours, and project expectations. The project involves comprehensive coating repair of canopies, including surface preparation, painting, and inspection processes. Working hours are set from 7 am to 4:30 pm, with potential for earlier start times with pre-approval, and the contractor can work on all canopies simultaneously if they have the capacity.

The addendum introduces a new bond requirement, mandating that the awarded contractor provide both performance and payment bonds equal to 100% of the contract price. The bonds must be executed by a surety company authorized to do business in Arizona and meet specific certification requirements. The city will provide a NACE inspector to verify blast cleaning, prime coat, and final coat through spark testing. The project includes one-year and five-year warranty inspections, and if a canopy is selected for coating, it will include top, underneath, and structural elements. The contractor is responsible for protecting electrical equipment, minimizing debris in basins, and following OSHA safety standards with periodic inspections from city staff.

AIRPORT WATER RECLAMATION FACILITY

CANOPY COATING REPAIR

Solicitation # PW5-910-4948

Addendum #2

The RFP (PW5-910-4948) is amended by the addition of the following provisions. If any provision in this Addendum conflicts with any existing provisions in the RFP, the Provisions of this addendum control. All other provisions in this Addendum remain effective as previously published.

BOND REQUIREMENT

The City is adding a requirement for a performance and payment bond to this solicitation.

See attached bond forms. The awarded contractor will be required to provide performance and payment bonds.

Performance and Payment Bonds. At the time City issues Notice of Contract Award, Contractor must provide a Performance Bond and a Payment Bond, each in an amount equal to the full amount of the Contract Price.

Each such bond must be executed by a surety company or companies holding a Certificate of Authority to transact surety business in the State of Arizona, issued by the Director of the Arizona Department of Insurance and must be named in the current list of "Companies

Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as

Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit

Staff Bureau of Accounts, U.S. Treasury Department. A copy of the Certificate of Authority must accompany the bonds. The Certificate must have been issued or updated within two

(2) years prior to the execution of this Agreement. The bonds must be written or countersigned by an authorized representative of the surety who is either a resident of the state of Arizona or whose principal office is maintained in this state, as by law required.

The bonds must be made payable and be acceptable to City. The bond forms for the performance and payment bonds must be in the forms required under A.R.S. § 34-221, et.

Seq., as in Appendices 4 and 5 of these General Conditions.

Upon the request of any person or entity appearing to be a potential beneficiary of bonds covering payment of obligations arising under the Contract Documents, Contractor must promptly furnish a copy of the bonds or must permit a copy to be made. All bonds submitted for this Project must be provided by a company which has been rated AM Best rating of A- or better for the prior four quarters by the latest edition of the ‘Results Best’s

Key Rating Guide (Property/Casualty)” published by the A.M. Best Company.

VENDOR QUESTIONS WITH CITY RESPONSES:

1. Surface Preparation A#2: Remove all hardware, hardware accessories and similar items already in-place and that does not require field painting, or provide effective surface-applied protection prior to surface preparation and painting operations: For the electrical or electrical panels can we assume they are water proof and that if we have small amounts of water splashed or sets on during SSPC-SP WJ4 it will be ok? Or will these need to be covered water tight?

Response: Anything electrical will need to be covered and made water tight

2. Part 2 Products 2.A. 3.: Surface Prep is WJ4 with metered potable water. Will the city supply the water? Will we be charged for it during use?

Response: We will provide a fire hydrant location it will be up to the contractor to obtain a meter with backflow by contacting the City

3. Surface prep underneath. What are the expectations for keeping paint chips out of the system. Spec says not equipment shutdown. Is dust ok? What happens if a few chips fall in?

Response: Contractor should make every attempt to minimize any debris into the basins, if it is thought that there may be excessive debris in a certain area, it will be need to be captured so to minimize what gets into the basin

4. Surface prep requires feathered edges. Significant prep? Not really obtainable if we can not sand in some areas where rusting is more significant mostly on outer beams not directly under the water. Can we sand in areas to feather edges?

Response: The contractor can perform whatever means it takes to accomplish this task, but as stated above minimize debris into the basin

5. Surface Preparation C. 1.:All surface imperfections (e.g., sharp fins, sharp edges, weld spatter, burning slag, scabs, slivers) existing or new shall be removed by best means feasible from submerged or non-submerged ferrous metal surfaces before full surface preparation operations begin. All edges and corners shall be ground to provide a smooth rounded finish: We did not see many instances like this on the walk. Can we assume if work if done by other and they create these conditions that they are responsible for correcting?

Response: If it is existing it will be the contractor to fix at their expense, if work is done by other to cause this it will need to be addressed and we will assess each instance separately as they arise

6. Materials Preparation A. 3.: If the painter wants to mix partial kits of coating, they must provide a letter to the OWNERS REPRESENTATIVE from the coating manufactures technical service department outlining that coating manufactures recommended procedure: Will mixing of partial coats be permitted and if so do we have to do a case by case written letter for approval?

Response:As stated in the specifications the contractor will need to supply the

Owner Representative outlining the manufacturer recommended procedure, as long as the procedure is followed for each instance it will only need to be supplied once.

7. Painter Must utilize either an in-house or outside sourced certified AMPP coating inspector. Will the city have their own inspector for coatings? How would you like the process to go for inspection? Would it be per canopy section? After every coat? Or one time at the end of the project?

Response:The city will provide a NACE inspector, they will verify the blast or cleaning, prime coat, and final coat with spark testing

8. Warranty Inspection C.: Anniversary inspection required. Touchup at painters expense: Is this just a one-year inspection? Or will this be once a year for the next 5 years?

Response: There will be a one-year and five-year inspection.

9. How accessible do the areas have to be for city workers during washing and coating process? Some spots may require fall protection to safely access.

Response: Operators will still need to be able to access the areas where the coatings are being applied, and can be discussed before and during the setup of the work zones. City staff will follow any safety protocol that is setup up by the contractor

10. When on the roof is there areas for tie off? Or is this a means we should provide to keep our worker safe while working on the tops of these canopies? Can we assume all companies will follow OSHA safety standards safety practices to insure bidding apples to apples.

Response: Access to the roof and working on the roof will follow OSHA safety

Standards with periodic inspections from City staff

11. Can you please provide as-built drawings for the canopies?

Response: As builts will not be provided

12. Is there any sequencing required for working the canopies or can all be performed simultaneously?

Response: Contractor can work on all canopies at the same time if the contractor has the capacity.

13. Will onsite water for surface preparation be available for contractor use?

Response: Yes, we will provide you with a hydrant and it will be up to the contractor to obtain metered back flow preventor

14. What are the allowable working days and hours at the plant?

Response: 7 am – 4:30 pm, contractor can start earlier with pre-approval from city representative.

15. Where is the contractor designated laydown area located?

Response: South of Aeration basins and east of clarifier 5&6 as the project progresses

16. Will water be required to be collected and prevented from entering the working clarifiers, basins, filters, etc.? Or has the recommended cleaning agent been approved for intrusion into the wastewater?

Response: It will be allowed for the water to enter the aeration basins as long as there is no foaming, other basins will need to be discussed further.

17. Are the galvanized support beams to be coated in this RFP as the painting systems refer to “previously coated” and that can be a gray area of if that is considered previously coated or not? Similarly, the roof paneling, are these items considered a “previously coated” item for new coatings application. It may be clearer to define the structural elements and their requested coating system.

Response: Everything is to be coated.

18. Please identify the expectations/limits of the stripe coat on the canopies? Based on the definition on page 23, it could be interpreted that almost all the elements in the canopy are to receive a stripe coat that have edges? Just wanted to ensure that is the expectation of the Owner.

Response: Yes all the elements in the canopy are to receive edges

19. Are all canopy elements the same finish coat color or are there any contrasting colors?

(i.e. panels vs columns vs purlins vs main supports)

Response: Final color will be the same the only requirement for different colors is the prime coat vs the final coat

20. Please confirm either an in-house or 3rd party AAMP coating inspector will be required for the entire duration of the surface preparation and coating’s application? (pg. 23)

Response: Yes, a third party NACE inspector will be hired by the City of Chandler

21. Remedial work – it states that if over 25% of the total coated surface fails then the entire coating system will be removed and recoated (pg. 25).

a. This is a huge risk on an overcoat project which depends solely on the original surface prep and coating system as the requested overcoat (especially up to 3.5 coats) adds additional weight to the original system which could lead to premature failure even with proper surface preparation and adhesion between to the two systems.

b. Please confirm that if 25% fails, what limits are to be removed and replaced? (i.e. – if the roof has 25% failure, will the entire canopy be required to be removed and replaced or just the roof? Similarly to the support structure, is it on a structural member by member basis, or is the entire structure being evaluated?)

Response: If properly prepared and properly applied as per the coating specification, there should be no adhesion issues between the original and new coat because that has been tested . if there is an adhesion issue with the original coating system that is at no fault to the contractor, there will be no requirement to recoat the entire system.

22. Please consider adding a mobilization line item to the bid form.

Response: Mobilization and Demobilization should be part of the cost to complete the coatings.

23. Regarding the pricing breakout for each canopy (topside, underside, and structural elements), will these items be a la carte or if a canopy is elected to purchased by the City will it incorporate all of these elements? Reason being is that the access and production durations for these locations will be shared and be difficult to break out unknowing which elements may be selected thus affecting production rates and access pricing.

Response: If we decide to complete a canopy, it will include everything (top, underneath and structure).

All other Terms and Conditions remain the same. Acknowledge this addendum in your bid/proposal.

End of Addendum.
