SOLE SOURCE - SIMPLIFIED ACQUISITIONS

NATIONAL SCIENCE FOUNDATION

RECOMMENDATION AND DE IERMINATION TO SOLICIT FROM ONE SOURCE

I recommend that NSF negotiate with the Partnership for Public Service only for an annual membership in its Minn Capital Cooperative.

I have reviewed other products/services to identify other vendors which might meet NSF's requirements through one of the following methods: (check those that apply)

O GSA Schedule O Open Market Price Lists

Previous requirements O Other

FAR 19.502-2 requires award to Small Business for supplies or services with an anticipated dollar value exceeding $2,500. If applicable specify why award is being recommended to other than a Small Business.

No other Small Company can supply the equipment or service D The Company does not have a small business distributor that can supply the equipment or service O GSA schedule does not provide the equipment or service from small business O Other

The total estimated cost, including shipping and handling (if applicable), of this effort is $15,000 and the period of performance or lead-time for delivery or start date is October 1, 204 Our current membership in the collaborative, of which we have been a memberfor several years, is due to expire on September 30, 20 19.

This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the Mowing reasons:

1) The Partnership for Public Service is the only source for membership in its Human Capital Cooperative. The Cooperative offers a unique opportunity. for Federal HR leaders to collaboratively work to address the problems of federal human capital management. Agency BR leaders come together at the Partnership to collectively identify critical issues, share best practices, develop strategies to effect change across government and within individual departments and agencies, provide input on the Partnership for Public Service's research agenda, and build interagency relationships.

2) Membership in the Cooperative includes access to Best Places to Work data that NSF uses to develop its employee engagement action plans.

3) Membership also includes registration for NSF HR Specialists in the Cooperative's Emerging BR Leaders Forum, a unique year-long professional development opportunity that NSF's HR staff have found valuable.
