The position is designated as supervisory, with responsibility for supervising three Foreign Service Nationals (FSNs) in Ho Chi Minh City (HCMC). The incumbent will provide technical leadership and guidance, program management support; monitoring and supervision of the USAID funded HIV/AIDS and health activities, in coordination with the OPH Director, and other PEPFAR activities and implementing partners in southern Vietnam. As USAID’s senior HCMC member of the PEPFAR interagency management team and the prevention technical working group, the incumbent will work in close coordination with the other USG PEPFAR implementing agencies in HCMC, and with the US Consulate team. In addition, the HIV/AIDS Prevention and Drug Rehabilitation Technical Advisor/Health Program Manager may, at times, facilitate, as requested by USAID Mission management, other USAID program areas.
D. Introduction and Background:
The President’s Emergency Plan for AIDS Relief (PEPFAR), also referred to as the Emergency Plan (EP) initiative, and administered centrally by the Office of Global AIDS Coordination (OGAC), is the largest US commitment to an international health initiative for a single disease. Its first phase was a five-year, $15 billion, multi-faceted approach to combating the disease in more than 100 countries. In July, 2008, it was extended for five years under the “Tom Lantos and Henry J Hyde US Global Leadership against HIV/AIDS, Tuberculosis and Malaria Reauthorization Act”. The PEPFAR strategy places special emphasis on 15 focus countries that represent approximately half the world’s HIV infections in Africa, the Caribbean and Asia. Vietnam is the only designated focus country in Asia. Under the recent Congressional reauthorization, PEPFAR goals, by 2013, are to: prevent 12,000,000 new HIV infections;
annually increase the treatment goals above 2,000,000 by at least the annual percentage increase in bi-lateral HIV/AIDS funding; increase care targets consistent with epidemiological evidence and available resources; and establish a target for the prevention and treatment of mother-to-child transmission of HIV that will reach at least 80% of pregnant women in those countries most affected by HIV/AIDS where the USG has HIV/AIDS programs.
Vietnam became the Emergency Plan’s 15th focus country in June, 2004. Under the Emergency Plan, Vietnam received $18 million in FY04, $28 million in FY05, $34 million in FY06, and $66 million in FY07 to support a comprehensive HIV/AIDS prevention, treatment and care program. The FY08 budget was $89 million, and almost $85 million in FY09. Funding levels allocated to the U.S. Agency for International Development (USAID) for this period were $19 million in FY04, $17 million in FY05, $20 million in FY06, $40 million in FY07 and about $47 million in FY08.
The USG response in Vietnam includes a focus both on communities and on the public sector to:
• Assist Vietnam to develop comprehensive models of HIV/AIDS prevention, treatment, care and support and associated networks to include substance abuse such as medication assisted therapy (MAT) for IV drug users and substance abuse reduction.
• Support efforts to reduce stigma and discrimination against people living with HIV/AIDS (PLWHA) and people affected by HIV/AIDS, and advocate for greater involvement of PLWHA at all levels of HIV/AIDS program development, implementation and monitoring.
• Train Vietnamese clinicians in HIV/AIDS care and treatment, counseling and support, and consistent use of standard operating procedures and routine monitoring.
• Assist the Ministry of Health (MOH) to develop targeted peer outreach for Most-at-Risk-Populations (MARPs), voluntary HIV/AIDS counseling and testing (VCT) sites, and outpatient clinics as part of the referral network.
• Increase the public health management capacity of Vietnamese government workers.
• Assist the MOH to develop a national HIV reference laboratory, including quality assurance and quality control systems.
• Provide technical assistance on the development of the National HIV/AIDS Law protecting the rights of PLWHA.
• Assist in the development of care and treatment coordination unit within the MOH by funding a care and treatment coordination position in the unit.
• Provide support in establishing one national surveillance and monitoring and evaluation system at the national and local levels.
A consortium of USG agencies is charged with coordinating and managing PEPFAR under the leadership of the U.S. Ambassador. These agencies include USAID, the Department of State, the Centers for Disease Control and Prevention (HHS/CDC), and the Department of Defense (DoD). The goal is to develop and implement one coherent USG HIV/AIDS program in Vietnam combining the comparative strengths and capabilities of all the government agencies. The Chief of Mission (COM) provides overall guidance to the interagency team and the PEPFAR Coordination Office (PCO), headed by the PEPFAR Coordinator, facilitates complementarities among the various activities by the USG agencies, host government and other HIV/AIDS donors in Vietnam. USAID works with eight prime international implementing partner organizations in Vietnam to carry out approximately 85 activities at the sub-element level in the areas of prevention, drug rehabilitation, treatment, and care, including palliative care.
Currently, the USAID/Vietnam Office of Public Health (OPH) is headed by a US Direct-Hire (USDH) Office Director, supported by a Health Officer who oversees two technical teams—avian influenza and HIV/AIDS, and a program management support team. The AI team consists of one US Personal Services Contractor (USPSC) Technical Advisor and one Foreign Service National (FSN) development assistance specialist. The HIV/AIDS team is located in both Hanoi and Ho Chi Minh City consisting of three USPSC Technical Advisors (Prevention,, Care/Support, and ) and four FSN professional staff in Hanoi. In Ho Chi Minh City there is one USPSC Technical Advisor and three FSN professional staff. The program management support team includes a USPSC Senior Strategic Information and Health System Strengthening Technical Advisor, an FSN Program Management Specialist, an FSN Development Assistance Specialist, an FSN Secretary, an FSN Monitoring and Evaluation Specialist in Hanoi and an FSN Monitoring and Evaluation Specialist in HCMC.

Q. Selection Process:
After the closing date for receipt of applications, a committee will be convened to review applications and evaluate them in accord with the evaluation criteria. Applications from candidates which do not meet the required selection criteria will not be scored. As part of the selection process, finalist candidates may be interviewed either in person or by telephone at USAID’s discretion. Reference checks will be made only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant’s cover letter, and USAID will delay such reference check pending communication with the applicant. Only finalists will be contacted by USAID with respect to their applications. The final selected candidates must obtain security and medical clearances within a reasonable period of time (USAID will provide details regarding these clearances to the selected candidates). A substantial delay in obtaining either required clearance will make the applicant ineligible for selection.
