About this file
This is a Solicitation Questions and Answers Addendum (Amendment No. 0001) issued during the procurement period to clarify requirements for a physical security system upgrade at Naval Computer and Telecommunications Station (NCTS) Far East across three buildings (1942, B37, and C20).
The effort requires replacement of approximately 41 door readers and locking hardware devices, replacement of P2000 workstation and server components for an Intrusion Detection System (IDS), and implementation of a single integrated security system across all three buildings. Existing network infrastructure consists of one switch, one server, and four workstations. The Government confirmed that existing pathways and conduit are suitable for reuse, layer one infrastructure will remain in place, and the building has backup power functions. Key details will be provided to the awardee after contract award, including architectural floor plans with room numbers, security system drawings, serial numbers for replacements, P2000 workstation and server locations, and as-built pathway documentation. The Government indicated uncertainty regarding network upgrades and redundancy requirements, allowing vendors to submit two quotes—one with and one without network upgrades, and one with and one without redundancy. The RFQ is restricted to authorized JCI integrators only. A site survey will be conducted by JCI, with the contractor able to coordinate with JCI for information. The anticipated project award date is post-August 2026 at the earliest. The Government withheld certain security-sensitive information from this sanitized version to protect nonpublic details while ensuring equal access to all interested vendors.

Amendment No. 0001 – Solicitation Questions and Answers Addendum
During the solicitation period, the Government received written vendor questions concerning the requirement. Because certain questions and answers could affect vendors’ understanding of the scope and preparation of quotations, the Government determined that fairness and equal access considerations supported issuance of a solicitation amendment containing a sanitized questions-and-answers attachment to all interested vendors. Information not suitable for public release was withheld or generalized for security reasons. This approach avoided providing any one vendor a competitive informational advantage while protecting nonpublic security-sensitive details.
