About this file
This document is a Brand Name Justification for a one-time purchase of HySecurity gate equipment for the US Naval Facilities Engineering Systems Command (NAVFAC) Southwest division. The procurement involves one HySecurity SlideDriverII Gate Operator (SD-40, 460VAC, 60Hz, 3PH, 1HP) and three HySecurity Non-Grooved Aluminum Drive Rails (MX3887, 14' sections) to repair a non-functioning gate at Naval Base Coronado J-K Pier. The acquisition is being conducted through GSA eBuy against Multiple Award Schedule (MAS) SIN 334290L, with a required delivery of 45 days after receipt of order and an estimated cost in the XX,XXX range.
The justification for brand name restriction is based on compatibility with existing infrastructure, including specific wiring, concrete pad, bolt patterns, and control systems. Market research confirmed that alternative manufacturers like Liftmaster, Door King, Viking, All-O-Matic, and MAX cannot meet the exact requirements without significant additional replacement costs and project delays. The procurement will be awarded on a lowest price technically acceptable (LPTA) basis, with vendors required to submit electronic quotations, provide specification sheets, and demonstrate system of award management (SAM) registration. The contract specialist, Stephanie Bridgewater, will oversee the solicitation process for this high-priority purchase order.

Limited Sources and Justification and Approval Under the Authority of FAR 8.405-6, Federal Supply Schedules
BRAND NAME JUSTIFICATION
Requisition Number: N6247A5119001F
1. Identification of the Contracting Activity and the Requiring Agency
The Contracting Activity is the General Services Administration (GSA), Federal Acquisition Service (FAS), Global Supply Chain Management Branch. The requiring activity is the US Naval Facilities Engineering Systems Command (NAVFAC) Southwest division at Naval Air Station North Island in Coronado, CA 92135.
2. Nature/Description of Action
This Brand Name Justification (BNJ) is in response to requisition N6247A5119001F received from NAVFAC Southwest for the one-time purchase of the below HySecurity gate operator and drive rail.
3. Description of Supplies and Services
In accordance with agency objectives, the government has a need to procure the HySecurity parts to meet the agency’s needs as outlined in this document. The following table identifies the complete requirement:
MFR: HySecurity
Part Number
Description
Quantity
UOI
SD-40
HySecurity SlideDriverII Gate Operator, 460VAC, 60Hz, 3PH, 1HP
1
EA
MX3887
HySecurity Non-Grooved Aluminum Drive Rail w/Flange; 14’ sections
3
EA
These items are necessary to repair a non-functioning gate operator at Naval Base Coronado J-K Pier, which was damaged from a storm. NAVFAC Southwest is responsible for servicing and maintaining gates for the Department of Defense in the Greater San Diego Area.
This BNJ is being performed in accordance with FAR 8.405-6. This acquisition is being solicited on GSA eBuy against Multiple Award Schedule (MAS) SIN 334290L via NAICS 334290 and PSC Code 6350. Thus, FAR Subpart 8.4 is being invoked to limit sources to only MFR: HySecurity.
Estimated Cost: $XX,XXX.XX Required Delivery Date: 45 days ARO
4. Identification of Justification Rationale
The circumstances and rationale for limiting consideration to select a contractor for award follows:
In accordance with FAR Part 8.405-6(b)(1), “Agency requirements shall not be written to require a particular brand, name, product...peculiar to one manufacturer, thereby precluding consideration of a product manufactured by another company.” An exception to this rule is allowed only if there is a written justification...essential to the Government’s requirement. (See tab 4 of the contract file)
Additionally, this limited source justification will document that this requirement is essential to the Government’s requirements, and the market research indicated that no other brand is qualified to meet the Navy’s requirements.
5. Demonstration of the Unique Nature of the Required Supply
On April 29, 2025, the Contract Specialist received a brand name justification for a HySecurity gate operator and drive rail from the end user (see Tab 1).
The basis for limiting sources for this acquisition to the manufacturer, HySecurity, is because these products are compatible with the existing infrastructure. The existing concrete pad has the appropriate wiring, bolt pattern, height for the gate drive bar, exit loops, safety loops, and controls that work with the above HySecurity Products. If another make and model is selected, all or most of the existing equipment would need to be replaced costing an additional conservative $XX,XXX-XX,XXX. Additionally, no matter what alternate model is selected, the concrete pad would need to be replaced, which would turn the project into a weeks-long affair, which will interfere with the daily operations. Replacing the broken gate operator and drive rail with the same HySecurity brand models will minimize the repair time to hours.
Therefore, for this acquisition, the contracting activity is restricting the consideration of MAS contractors under SINs 334290L to include any sources that can provide the HySecurity part numbers listed above.
6. Determination that the Order Represents the Best Value
In accordance with FAR 8.404(d), GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under scheduled contracts to be fair and reasonable. The overall goal of the Acquisition Center is to provide the Government a fast and efficient way for Federal Agencies to requisition for commodities at discounted prices with prompt, cost effective delivery and customer service. The Contracting Officer will compare the pricing to the contractor's MAS pricing, which was previously determined to provide the best value to the government and determine that the anticipated cost represents the best value to the government. Award of any products other than the above-mentioned brand name products would not be in the best interest of the Government.
Notice of this Brand Name only action will be posted on eBuy.gov with the RFQ.
7. Description of the Market Research Conducted
In accordance with FAR 8.405-6(b)(1), the Contract Specialist has been provided detailed market research to justify this RFQ as Brand Name only. Market research was conducted in April 2025 to see which gate operators and drive rails were compatible at the existing location, including electrical wiring, concrete pad, safety & exit loops, and card reader. The end user researched Liftmaster, Door King, Viking, All-O-Matic, and MAX. None of these Manufacturers Models match our exact application. See the following links for reference: https://max.us.com/products-slide-gate-operator-max-1;
https://www.vikingaccess.com/k2-slide-gate-operator;
https://www.liftmaster.com/gate-operators/c/slide-gate-operators#tab=products 200fs-pro; and https://allomatic.net/product-category/slide-gate-operators/.
B&B Armor Caries an operator similar, but the height and width are different, so the concrete pad would need to be replaced adding weeks to a job that could be done in hours.
None of these other manufacturers have the capacity or range of both units requested.
The HySecurity products are compatible with the existing infrastructure, as well as the rest of the bases throughout the San Diego Metropolitan area. Using these brand name items will ensure that the gate can be fixed quickly and most cost effectively.
The Contract Specialist reviewed where the brand name, HySecurity, items could be procured and discovered they were available on GSA Advantage through possibly two small business vendors.
8. Statement of Actions to Overcome Barriers to Competition
Prior to any subsequent procurement, the market will be reviewed to assess whether any other qualified sources are available and are able to meet the Government’s requirements.
9. Contracting Officer Certification and Approval
I certify that the justification for Other Than Full and Open Competition is accurate and complete to the best of my knowledge and belief. Based on the above, I hereby determine that it is in the best interest of the Government and most appropriate for this acquisition to be Brand Name.
