About this file

This is a Justification for Other Than Full and Open Competition document submitted by the General Services Administration (GSA) Supply Chain Management Contracting Division for a brand name restricted procurement.

The requiring agency is the Naval Medical Readiness Logistics Command Detachment Fort Detrick, Maryland, procuring on behalf of the U.S. Navy for the USS Gerald R Ford (CVN 78). The acquisition covers one MARCO LOMBART EPIC 6100 Refraction System (Part Number: EPIC-6100CFG) with an estimated value of $50,864.00. The system includes an Epic Upgrade with SSC-CG (Contrast/Glare), manual operator and service documentation, and a 12-month warranty. The procurement is justified under FAR 12.102 (GSA Class Deviation RFO-2025-12) and FAR 11.204 (GSA Class Deviation RFO-2025-11) as an item peculiar to one manufacturer, as the Epic 6100 has been selected by the Fleet Medical Type Commander as the replacement for end-of-life ophthalmic systems on naval aircraft carriers. The compact footprint of this specific system eliminates the need for costly shipboard structural modifications that would be required with alternative systems. Market research conducted in April and May 2025 by technical experts through Google, Bing, GSA Advantage, and ECRI sourcebook determined that the Epic 6100 sold by Marco is the only refraction workstation meeting government requirements. A combined synopsis will be posted to SAM.gov to maximize competition among qualified suppliers. Fair and reasonable pricing will be determined through comparison with historical prices, catalog pricing, similar items in related industries, and current market conditions, with documentation completed prior to award. The Contracting Officer Youngchoul Lee certified the justification on April 13, 2026.
