About this file
This document is a GSA Federal Acquisition Service instruction for carriers requiring access to Department of Defense (DoD) installations. The document outlines two key systems for managing carrier access: the Navy Commercial Access Control System (NCACS or RAPIDGATE) for Navy installations, and the Carrier Appointment System (CAS) for other DoD facilities. Carriers must enroll in these systems to schedule deliveries and gain installation access, with specific registration requirements including personal information such as name, social security number, company details, contract information, employee identification, digital photo, date of birth, fingerprints, home address, and phone numbers.
The document provides detailed guidance for Transportation Service Providers (TSPs), including contact information for installation security offices and the Surface Deployment Distribution Command (SDDC). Carriers are advised to register through the Electronic Transportation Acquisition (ETA) website, complete the necessary registration steps, and obtain approved access. Failure to comply with these access protocols could result in non-delivery of GSA goods and increased costs. The GSA recommends that vendors and transportation centers encourage carriers to follow these guidelines to ensure smooth delivery operations across DoD installations.

c. Carrier Appointment System and Access to DoD Installation
PURPOSE: The purpose for these instructions is to provide management functions regarding carrier deliveries vehicle access to both Naval installations and DoD facilities. US Navy established a Navy Commercial Access Control System (NCACS) referred to as RAPIDGATE. It is an Operational Application Navy security and law enforcement policy requires.
The Military Surface Deployment and Distribution Command (SDDC) established policy guidance for scheduling deliveries on other DoD installations excluding Naval installations. System developed by SDDC is known as the Carrier Appointment System (CAS). The Carrier Appointment System (CAS) is a web-based application developed to provide facilities and carriers a calendar tool to manage their deliveries. CAS allows carriers to interface and request appointments; view requests, confirm appointments, view individual facility announcements, and Points of Contact.
1. CAS capabilities allow carriers to automate their request for an appointment time to deliver materials and for facilities to manage these appointments in a central, web-based environment.
2. CAS is also used to manage the arrival of carriers to a facility or installation.
3. Implementation of these two programs can reduce the volume of non-delivery of GSA materiel to some DoD installations.
a. The Traffic Management Branch strongly recommends all GSS/SCM
Directorate and the Acquisition Centers Transportation ensure all GSA vendors are aware of these programs ensuring that all carriers delivering our products take positive steps to comply.
4. For Navy installations, carriers should enroll in NCACS. Other methods, if in carriers’ possession, can still be used for access such as local passes, CACs (Common Access Cards), and other approved federal credentials.
a. Vendors selecting carriers to move their shipments must ensure carrier is registered in NCACS prior to delivery or carrier will be delayed access into Navy Installations due to lengthy requirements in registering for one day passes.
b. This is highly encouraged to verify prior to freight movement.
