About this file

This is a Notice of Intent to Sole Source, issued by the Department of Veterans Affairs Network Contracting Office (NCO) 19, announcing the agency's intention to award a one-year Federal Supply Schedule (FSS) Task Order to Government Scientific Source (GSS), a small business manufacturer located in Reston, Virginia. The procurement is for A1C Hemoglobin Cost per Reportable Result (CPRR) testing services to support five Oklahoma VA facilities: Oklahoma City VA Health Care System, Eastern Oklahoma VA Health Care System in Muskogee, Lawton/Fort Sill VA Clinic, Ernest Childers VA Clinic, and James Mountain Inhofe VA Medical Center. The task order will be issued under GSS's new FSS contract 47QSMS25D00A9 and represents a follow-on requirement to a previous FSS-BPA (36C25923A0031) awarded in July 2023, which has since expired.

The requirement encompasses contractor-owned analyzers, reagents, supplies, consumables, maintenance, repairs, and training services, all included in a per-reportable-result pricing model. GSS analyzers are already installed at Oklahoma VA lab facilities from the prior 2023 solicitation. The sole source award to GSS is justified by the existing analyzer installations and the need for continuity of testing operations. The associated NAICS code is 334516. This procurement is structured as a one-year FSS Task Order under the General Services Administration's Federal Supply Schedule program, with the contracting office located at 6162 South Willow Drive, Suite 300, Greenwood Village, Colorado 80111.
