The following changes are made to Solicitation 47QSCC23R0002.
1. Under Box 8 on the SF 1449 form closing date is changed to February 3, 2023 at 10:00 AM, EST.
Accordingly, Section 3.5.1(b) now reads as follows:
b) Phase I: Volume 1 (Contract Data) and Volume 2 (Phase I Technical Proposal) shall be submitted electronically via email to Dominic.Lackey@gsa.gov and Sarah.Duncan@gsa.gov no later than January 27February 3, 2023 at 10:00 AM Eastern Time. Both volumes must be received by the date and time specified above or the proposal as a whole may be considered late and may not be accepted
2. Under Attachment 1 Section VI, Data, "Level-3 transactional data transmission to the GSA SmartPay banks" is removed from the checklist.
3. Under Attachment 2, Statement of Objectives, Section B.(v), Government Purchase Cards, the following sentence is revised:
The GPC shall be the only allowableprimary method of payment by buyers (per FAR 13.201) and all GPCs must be used by an authorized purchase cardholderplatforms must accept the GPC as a form of payment.
The following sentence is added:
"Additionally, GSA encourages the transmission of Level 3 data to the GSA SmartPay banks, and working with payment processors to understand the necessary processes and data elements to do so per the industry's standard."
Accordingly, Section B.(v) now reads as follows:
(v) Government Purchase Cards The GSA SmartPay® Government Purchase Card (GPC) is the primary authorized method of payment for purchases placed on the commercial platforms. Government buyers are not allowed to use third-party payment processors or any other forms of payment (e.g., PayPal, Venmo, Google Wallet, WePay) or payments using any form of cryptocurrency. The GPC shall be the primary method of payment by buyers (per FAR 13.201) and all platforms must accept the GPC as a form of payment. Additionally, GSA encourages the transmission of Level 3 data to the GSA SmartPay banks, and working with payment processors to understand the necessary processes and data elements to do so per the industry's standard.
