RFP No. 47QRCA23R0003 Amendment 0006
SF30 Block 14 Continuation Sheet (Summary of Changes)
The following changes have been made to the solicitation as a result of Amendment 0006:
1. Revised multiple sections of the RFP to incorporate the requirements of Federal Acquisition Regulation (FAR) Case 2020-11, as prescribed in FAR 4.2306(c) regarding the implementation of the Federal Acquisition Supply Chain Security Act (FASCSA) Orders (Interim Rule). By submitting an offer (and subsequently signing and submitting the Amendment 0006 SF30), the offeror represents that it has conducted a reasonable inquiry, and that the offeror does not propose to provide or use in response to this solicitation any covered article, or any products or services produced or provided by a source, if the covered article or the source is prohibited by an applicable FASCSA order in effect on the date the solicitation was issued, except as waived by the solicitation, or as disclosed in paragraph (e). Specifically, the following changes have been made:
a. Added FAR Provision 52.204-29 to Section K.8.
b. Added FAR Clause 52.204-30 - Alternate 1 to Section I.2.4.2.
c. Updated Section F and G administrative requirements to comply with FAR Clause 52.204-30 - Alternate 1, para (c)(3)(i).
2. Revised Sections F, G, and H to reflect changes made to 13 CFR § 125.6(d) which requires, in situations involving multi-agency set-aside contracts, where more than one agency can issue orders under the contract, use of the period of performance for each order to determine compliance with applicable limitations on subcontracting.
3. Revised Section G to replace oasisplusmods@gsa.gov with FedConnect as the notification method for certain deliverables. FedConnect will be the primary method for requesting and initiating modifications; oasisplusmods@gsa.gov may still be used for general post-award correspondence.
4. Added minor clarifying language to Section C.1.1.
