GSA OASIS+ MAC Program HUBZone SB IDIQ
RFP No. 47QRCA23R0003 Amendment 0003
SF30 Block 14 Continuation Sheet
The following changes have been made to the solicitation as a result of Amendment 0003:
1. Incorporated minor language clarification to Section C.7 which now states:
“Critical performance standards are established for the Master Contract in Section F.4, which indicates the deliverable and reporting requirements and associated compliances required by the Government.”
2. Added language in Section H.11.3 to state: “If a Contractor submits a Domain Enhancement request and is found to be unqualified for award of the requested Domain(s) by the OASIS+ CO (i.e., its proposal does not meet all of the applicable criteria and/or did not receive an evaluated score equal to or higher than the applicable qualification threshold(s)), the Contractor shall be ineligible to submit another Domain Enhancement request for the same Domain(s) for 180 calendar days from notification of rejection.”
3. Clarified in Section H.16.1 that GSA may require attendance by the contractor at up to two OASIS+ Ecosystem meetings per year. This was always the intent, but the language has been clarified.
4. Revised Section L.3.4 to extend the deadline for submission of proposals and the due date for team members experiencing SAM delays. Proposals are due no later than 4:00 p.m. Eastern Time (ET) on September 22, 2023. Any offerors and team members experiencing SAM.gov delays, which are impacting their ability to submit their proposal, must notify the OASIS+ CO no later than September 8, 2023 via email to OASISplus@gsa.gov.
5. Clarified language in Section L.5.1.3.2 to state “Any systems, certifications, and clearances claimed within Sections L.5.4 and L.5.5 must be in the name of the Offeror, in the name of the joint venture itself or in the name of a member of the joint venture (if applicable).”
6. Added clarifying language and provided additional examples to Section
L.5.1.4.

RFP No. 47QRCA23R0003 Amendment 0003
7. Added language to Section L.5.1.7 regarding the use of requirements documentation at the Master Contract level as follows:
a. Added “In exceptional cases where the task order or task order level PWS/SOW/SOO makes clear reference to and explicitly incorporates/invokes a specific section(s) of the PWS/SOW/SOO of the Master Contract, BPA, or BOA, that (those) section(s) of the Master Contract, BPA, or BOA PWS/SOW/SOO, upon review, may be found acceptable to substantiate claimed credits.”
b. Added “When submitting verification documents, the entire document must be submitted.”
8. Removed erroneous language in Section L.5.1.7.1 under paragraphs 2 and 5 alluding to a requirement to support “claimed NAICS” codes.
9. Clarified inconsistency in Sections L.5.1.7.1 and L.5.1.7.2 which seemed to indicate a requirement to submit two or more documents for verification of claimed credits. New language in both sections state: “If necessary and allowable, Offerors shall submit one or any combination of the following documents for verification of claimed credits…”
10. Removed the ability to use Section L.5.1.7.2 when claiming experience performed as a member of a joint venture. Clarified inconsistency created with Amendment 0002 which would result in situations of joint venture members rating their own past performance. Offerors will now use Section L.5.1.7.3 when claiming experience performed as a member of a joint venture.
11. Made substantial changes to Section L.5.1.7.3:
a. Clarified how project experience may be claimed when performed as a member of a joint venture.
b. The past performance assessment for the joint venture’s contract or order will be acceptable for the requirements of Section L.5.6.
c. If the work was awarded to the Joint Venture as a prime contractor to the Federal Government, the Offeror is eligible to claim credits under Section L.5.3.
d. Attachment J.P-3 is an optional method to verify the work performed as a member of a joint venture.
RFP No. 47QRCA23R0003 Amendment 0003
e. Aligned this section with 13 CFR 125.11(b)(1)(i) when claiming experience and past performance as a member of a joint venture
12. Added language in Section L.5.2.1 for Collection of Task Orders to state “For the purposes of validating whether the “Collection of Task Orders” was completed within five years from June 15, 2023, the period of performance of the IDIQ, BPA, or BOA will be used. Task orders used within the collection must be ongoing (with at least six months of completed performance from the RFP closing date) or completed. There is no minimum period of performance for completed projects.”
13. Added clarifying language to Section L.5.2.1 regarding Average Annual Value as follows:
a. For completed projects: “Completed projects with a period of performance of less than one year will not be annualized (i.e., no additional calculation will be utilized to annualize the value, the value will be the face value of the project/contract/task order).”
b. For ongoing projects: Ongoing projects with a period of performance of less than one year will not be annualized (i.e., no additional calculation will be utilized to annualize the value, the value will be the face value of the project/contract/task order).

16. Clarified in Section L.5.3 that FEPs may be from proposed subcontractors.

RFP No. 47QRCA23R0003 Amendment 0003 reimbursement type contract (i.e., cost-plus fixed fee, cost-plus award fee, cost-plus incentive fee, cost-sharing contracts, etc.).”
18. Provided additional methods for Offerors to demonstrate past performance in Section L.5.6.2 when CPARS information does not exist. “If the Government has not finalized (either interim or final) past performance ratings in the CPARS database; or, if the project(s) is non-Federal, the Offeror shall submit a past performance assessment using Attachment J.P-6 Past Performance Rating Form, or address all of the evaluation areas outlined in Attachment J.P-6 in a format of their own choosing. For example, past performance ratings provided to first-tier subcontractors in accordance with 13 § CFR 125.11 are acceptable as they are required to utilize the five-scale ratings system found in FAR 42.1503 and rate on the same evaluation factors found in Attachment J.P-6.” In consideration of the changes made to Section L.5.6.2, references throughout Sections L&M limiting past performance assessments to either through the submission of a CPARS Report, Attachment J.P-6, or Past Performance Rating Form were removed.
