About this file

This is a Cost-Price Template (Amendment 0009) instruction document for the OASIS+ 8(a) Small Business Set-Aside indefinite-delivery, indefinite-quantity (IDIQ) multi-agency contract solicitation issued by the General Services Administration (GSA). The template is a spreadsheet submission requirement for pricing proposals under this continuously open solicitation.

The template requires offerors to input their official legal entity name and SAM UEID, establish indirect cost pool structures (fringe benefits, overhead, and G&A), and provide direct labor rates for 20 predefined labor categories including engineers, managers, analysts, accountants, specialists, and other professional occupations. Offerors must enter direct labor rates rounded to two decimal places and specify profit percentages; the template automatically calculates fully burdened hourly rates by applying indirect cost multipliers to appropriate allocation bases. The spreadsheet includes pre-populated formulas applying fringe benefits to direct labor, overhead to the sum of direct labor and fringe benefits, G&A to total cost input, and profit to total costs. Offerors with different indirect rate structures may customize the template by editing cost pool names and formulas, with capability to add up to ten additional indirect rate columns. An embedded 4.41% annual escalation factor automatically calculates ceiling rates for Years 1 through 15 based on Bureau of Labor Statistics Economic Cost Index data; offerors cannot modify this escalation rate. Offerors must provide detailed explanations of their indirect cost rates and allocation bases in the Basis of Estimate section per RFP Section L.5.7.3. The document cautions that adding/deleting rows or columns or converting to other software formats will compromise compatibility with the OASIS+ Submission Portal (OSP) used for proposal submission.

Instructions

L.5.7.2 - Cost/Price Template Instructions
Amendment 0009
Introduction: Offerors are highly recommended to review the entire solicitation, with a strong emphasis on Sections L and M of the RFP. Section L details the instructions to Offerors while Section M details the evaluation factors for award.
Row(s)ColumnInstruction
4CEnter the Official Legal Offering Entity Name.
5CEnter the Official Legal Offering Entity's SAM UEID.
7 and 8D through PIn Row 7, the template has been pre-populated with Fringe Benefits, Overhead, and G&A indirect cost pool names. Offerors with a different indirect rate structure than that included in Row 7 are able to edit the indirect cost pool names and are provided with ten additional columns to include additional indirect rate(s), Columns D through P, as applicable.

In Row 8, enter indirect rate percentages, rounded to two decimal places, for each indirect cost pool included in the Offeror's indirect rate structure applicable to the proposed direct labor rates.

For example, if an Offeror has two Overhead cost pools/rates included in their indirect rate structure, the Offeror will insert the name of each Overhead cost pool/rate into Row 7, within Columns D through P, and will enter the applicable indirect rate percentage into the corresponding column in Row 8. If the Offeror does not have a separate Fringe Benefits final indirect cost pool/rate, the Offeror may remove that indirect cost pool name from Row 7 and rename to an indirect cost pool that is included in the Offeror's indirect rate structure.

If an Offeror has a total of more than 13 indirect cost pools/rates, it may combine (i.e., wrap) multiple indirect rates into a column. A description of each of the rates and an explanation for combining them must be provided in the Basis of Estimate. See RFP Section L.5.7.3.

8QEnter the profit percentage.
9-28CEnter direct labor rates for all 20 labor categories, rounded to two decimal places.
9-28D through RThe template has been pre-populated with the following formulas: Fringe Benefits applied to Direct Labor; Overhead applied to the sum of Direct Labor and Fringe Benefits; G&A applied to the sum of Direct Labor, Fringe Benefits, and Overhead (i.e, a Total Cost Input allocation base); and Profit applied to the sum of Direct Labor, Fringe Benefits, Overhead, and G&A. Offerors with a different indirect rate structure than that pre-populated in the template have the ability to edit the formulas to apply their actual indirect rates to the appropriate allocation bases. A description of each of the rates and their allocation bases must be provided in the Basis of Estimate. See RFP Section L.5.7.3.
Escalation: Sole source T&M/LH ceiling rates for Years 1 through 15 will automatically be calculated for each labor category by applying an escalation factor of 4.41%, which is embedded in the spreadsheet. Escalation is included in the Year 1 fully burdened (i.e., loaded) hourly labor rates to allow sufficient time for proposal evaluation between proposal submission and awards. This escalation factor is based on the average of the annual Bureau of Labor Statistics Economic Cost Index (Wages and salaries for Private industry workers in All industries and occupations, 12-month percent change) for the previous three years. Offerors shall not change the escalation factor in the spreadsheet.
Caution: Adding/deleting rows or columns, or converting this spreadsheet to other software programs or formats will affect compatibility with the OASIS+ Submission Portal (OSP) (Symphony) pricing module.
