Questions on GSA Solicitation47QMSA18R012, Vehicle Auction and Marshaling Services Central FL
1) The FBO Synopsis (Added: Dec 21, 2017 10:39 am) indicates the solicitation includes attachments A through I, but no attachment “I” was found on the FBO site. Is this attachment forthcoming or does it no longer apply?
Attachment “I” no longer applies. Please disregard.
2) The first paragraph of the Read Me First/Instructions to Offerors document contains conflicting information regarding option years. The final sentence reads “The period of performance will consist of one (1) base 12 month period of performance with three (2) one year option years.” Please clarify.
It should read two (2) one year options.
3) In a similar manner, there are numerous references to CLINs beginning with a 1 throughout Attachment E, Statement of Work. However, these appear to have been removed from the pricing schedule (Atch D). Please confirm that the 0xxx CLINs are for the base year, 2xxx CLINs are for option year 1 and 3xxx CLINs are for option year 2.
Base Year CLIN prefix: 000 Option Year One CLIN prefix: 101 Option Year two CLIN prefix: 201
4) Section D.37 of the solicitation contains the FAR 52.212-3 Representations and Certifications which we will complete as part of the filled-in solicitation document per the checklist. However, the checklist also requests a copy of the Representations and Certifications separate from the completed solicitation, and the Representations and Certifications are also completed in our SAM registration. Finally, page 90 of the solicitation requires proof of registration in the Online Representations and Certifications Application
(ORCA).
a) Do you require the filled-in, stand-alone and electronic (SAM) versions? As long as the SAM version is current, then I will accept the SAM.gov copy. An up to date Reps and Certs.
is what we are after. Sometimes what is filled in does not match what is in SAM because SAM has not been updated to the current status.
b) Does the SAM registration meet the ORCA requirement? Yes
5) Attachment B, Wage Determination 15-4553 Rev 4., appears to have been superseded by a Revision 5 dated 12/26/17. Will the Rev 5 wage determination apply to this contract?
Yes, Revision 5 dated 12/26/2017 will apply to this contract. Attachment B has been updated.
6) Atch D, Pricing Schedule, item number 50, CLIN 0011F, is described as Paintless Dent Removal (PDR) Labor Rate per vehicle, but the description in Atch E, Statement of Work, page 54, indicates pricing shall be per panel or per hour. Please clarify the correct description for CLIN 0011F.
Both rates are identified on the schedule (CLIN 0011E & CLIN 0011F). Please choose only one and put N/A in the other.
CLIN 0011F- Paintless Dent Removal (PDR) Labor Rate per vehicle changed to per Hour CLIN 0011E- Paintless Dent Removal (PDR) - Flat fee per panel
7) Is it acceptable to add clarification to CLIN descriptions in the Pricing Schedule (Atch D).
Specifically it should be made clear that line 48, CLIN 0009, Electronic Inventory Management Services is “per vehicle” and that item 50, CLIN 0011I is “per hour”.
GSA will add per vehicle to CLIN 0009. CLIN 0011 is already clarified in the description as “Mechanical Labor Rate Per Hour”
8) Attachment E, Statement of Work, page 57 describes the work to be performed under CLINs 0012BA and 0012BB, Reconditioning, to include all services under CLINs 0012AA and 0012AB, Wash and Vac, plus additional listed work. Are CLINs 0012BA and 0012BB to be priced to include the cost of Washing and Vacuuming or will these services be requested as two separate CLINs (e.g. CLIN 0012AA and CLIN 0012BA)?
CLIN 0012BA/BB includes the services under CLIN0012AA/BB. They are not billed separately. Some vehicles will only receive a Wash and Vac CLIN 0012AA, while others will require Reconditioning CLIN 0012BA/BB which is considered a “Full detail” and includes everything listed in the SOW, page 57.
If Reconditioning is requested, then CLIN 0012BA is the only CLIN charged, NOT both CLIN 0012AA and CLIN 0012BA.
9) Please clarify the page count limitations for Volume 2 – Technical. The Instructions to
Offerors (page 91 of the RFP) indicates a 6-page limit for Factor 1 - Technical Capability, excluding the Proposal Questions Workbook (Atch. F) and requested samples. However, this part of the Technical Volume is to also include the answers to the questions found in Atch.
G, Technical Proposal Narrative. Atch. G has a specified page limit of 21 pages. Is the 21-page limit in addition to the 6 pages allowed earlier in the instructions? Since technical capability is the primary determining factor of our ability to perform, we wish to have this page limit clearly specified.
The 6 page limit required for Factor 1 – Technical Capability is separate from the 21 page limit requirement in Atch. G, Technical Proposal Narrative.
10) On, Attachment E – Florida Auction and Marshalling Statement of Work – Page 4, first paragraph of the introduction states, “Offers are solicited for these services for vehicles assigned to the GSA Pittsburgh Fleet Management Center located in Pittsburgh, PA
Offerors are required to have a facility located in market area which includes the city of Pittsburgh and an area within 30 miles of the city limits of Pittsburgh, PA..”
This is incorrect and should reflect Central FL and not Pittsburgh PA. The vehicles are located throughout FL and the location being solicited is within a 75 mile radius of Orlando
FL.
11) What is the volume of vehicles in Central, FL?
The awarded contract will be an Indefinite Delivery, Indefinite Quantity contract meaning the subsequent Task order will estimate the volume of work and does not guarantee the volume. Historical data has shown about 600-800 vehicles sold in the state of Florida and we expect this number to remain stable.
