● Volume 2: Management, 15 pages max;
● Volume 3: Past Performance, 2 page per reference max.
Evaluation Overview
● Evaluation will occur one volume at a time starting with Volume 1: Technical Capability, then proceeding to Volume 2: Management and finally Volume 3: Past Performance
● Evaluators will conduct an evaluation individually using provided worksheets, and will assign each volume with a score from 3 to 1.
● Evaluators will be required to justify any rating assigned and document any identified strengths, weaknesses, significant weaknesses or deficiencies.
Evaluation Overview - cont.
● Once each Volume has been evaluated, a final report will be drafted to consolidate each individual rating.
● The Source Selection Evaluation Board (called the SSEB in the solicitation), which consists of all the evaluators and the contracting officer, will then meet as a group to review the final ratings and determine whether discussions are needed.
● IMPORTANT - The government intends to award without discussions.
Evaluation Overview - cont.
● If discussions are required, Evaluation Notices (ENs) will be sent to each offeror that disclose how competitive each offeror’s proposed pricing is with respect to all offers, and that requests proposal revisions to address provided weaknesses, significant weakness, and/or deficiencies. Each EN will also establish a response date for proposal revisions.
● Once proposal revisions are received, the evaluation process will repeat until the SSEB is satisfied with selecting one proposal for award.
Award Decision and Debriefings
● Once an awardee is selected, an award notice/NLES will be provided to each offeror consistent with both FAR 15.503(b) and GSA’s INFORM 2.0 procedures.
● The GSA team will provide each offeror with the individual evaluations of its proposal, and will contact each unsuccessful offeror to schedule an in person (virtual) debrief to discuss its proposal individually.
Next Steps
● One on One meetings - please feel free to reach out to Michael Sands to schedule one or even more meetings with us prior to the solicitation response date.
● Submit questions–often! The GSA team will post all answers to questions at least every Friday, and will endeavor to get answers to all questions regardless of when they are received.
