Attachment I - Proposed Funding Model Template 34 D.4 E.5.3.1.Q Column E - Vendor Fee to Cover Operations Column G - Contract Access Fee Column I - Vendor Fee + CAF 5 Columns E, G, I Participating properties must remit a 1.50% participation fee on every consumed room night identified as FedRooms, FedRooms Commissionable, booked through all distribution channels.

As such, the offeror shall propose a funding model to recover its operating and marketing costs inclusive of a 1.5 percent fee to be remitted and allocated between the General Services Administration (GSA) and the Department of Defense (DoD) on a quarterly basis by the Contractor. Note: Contractor costs that may result from a fee change (increase, decrease, etc.) would be at no cost to the Government.

A detailed marketing and communications plan to include the value proposition.Given the request of the detailed marketing and communications plan, it is important to understand the change management regarding the government portion of the fee. Has the government portion of the total fee the hoteliers pay to participate in the program already moved from 0.75% to 1.5% or will that be new with the 2024 program? The hoteliers remit a total of 1.5% to the current contractor today. The current contractor then passes on a portion of that to GSA & DoD.

RFPD.5.111In FY23, 5.15 million room nights were sold and reported through the Governmentwide TDY Lodging SolutionHow many room nights that were eligible to be booked under the FedRooms and DoD programs does GSA estimate were booked outside of these two programs in FY23?7.05M room nights are estimated to have been booked outside of FedRooms and DoD Preferred.
RFPD.5.3.33PHASE OUT activities to include but not limited toIn order to expedite FY25 sourcing, will the current Contractor be required to transfer all historical sourcing data to the new Contractor? Specifically the Cvent RFP account to include the sourcing data and property awards. The current contractor has a contract they pay for with Cvent. A new contractor would not have access to the incumbent contractor’s Cvent account or information from that account.
RFPD.5.4.34Property reported room sales out of addressable universePlease define the denominator (addressable universe) to be used in calculating the performance measure that will be evaluated for "+15% annually" indicated as the AQL. Is the expectation that FedRooms and DoD preferred room sales increase by over 15% per year? The addressable spend universe is based on annual SmartPay credit card data. GSA will provide the universe figure to the contractor annually. Yes the expectation is sales increase over 15% each year, this is achieved today.
RFPD.5.4.34Average savings off allowable lodging per diemDoes the defined AQL of "8% off per diem annually" include both the FedRooms and DoD sales in the calculation? If not, how is the 8% saving calculated? Did FedRooms/DoD Preferred achieve the 8% off per diem savings in FY23? If not, what level of savings was achieved?Yes, both FedRooms and DoD Preferred sales are included in the calculation. Yes, this is achieved today.
RFPD.5.4.34Table 1: Required Service Level Performance Measures with AQLsAre the AQL's outlined in Table 1 currently in place under the existing FedRooms contract? If so, is the current vendor achieving all of the AQLs? If not, how is GSA assured that the AQL's are reasonable?Yes, the current vendor is achieving the AQLs
RFPD.5.4.3.1.37new technical solutions to enable dynamic sourcing and ratesDid the current vendor perform any dynamic sourcing in FY23? What percentage of the FedRooms properties offer dynamic rates in the FY23 program?Yes. At the beginning of each program year, participating properties agree in our terms and conditions to keep their FedRooms & DoD Preferred rates competitive to other commercially offered rates. Therefore, the initial negotiated rate may be dropped if lower comparable commercial rates are found. Competitive rate validation is done during weekly audits on rates that have 3 day/72h cancel and are "like" rates such as BAR, Best Avail, Best Flex, etc. If a "like" rate is offered commercially, the current contractor contacts the hotel to float the FedRooms or DoD Preferred rate down to match. If this is not done, the hotel is suspended from the program temporarily.
RFPD.5.4.5.27.45dynamic sourcing and ratesHow many support calls does the current help desk receive on a weekly or monthly basis? How many calls/emails does GSA anticipate the Offerors will receive on a weekly/monthly basis each year of the agreement?Average number of Help Desk outreaches a month (either by phone or email) in CY22 was 586. Average number of Help Desk outreaches (either by phone or email) a month in CY23 was 866. The rise in calls matches the increase in volume year over year. GSA anticipates a drop in help desk inquiries, however, with the removal of the fedrooms.com, most inqiuries were related to that.
RFPD.5.4.6.1.46SEPARATION OF TAXES & FEES (INCLUDING RESORT FEES): Being able to provide not only the daily room rate but separate out resort fees and taxesWhat is the current source for line item data (taxes, resort fees, etc.) for consumed FedRooms bookings that the contractor utilizes to provide the requested report? Is the raw data from this source consistent and reliable? The federal government is reliant on level 3 data being passed from the hotel to the SmartPay3 banks. Not all hotels provide level 3 data. Some resort fee information is available via GDS audits.
RFPD.5.4.6.3.5.50The Contractor shall provide GSA and DoD the Property Level Benchmark Report obtained from an independent third (3rd) party which compares FedRooms® and DoD Preferred rates sold and reported in the previous calendar year to negotiated rates and prices paid data in comparable corporate programs for all properties within the top 350 government spend destinations.Which 3rd party benchmarking source is utilized by GSA today and does this source provide the data that GSA is requesting in this RFP? Does this source contain the "comparable corporate programs" data requested by GSA in this section? This is proprietary information to our current contractor.
RFPE.5.3.2.b.75Revenue projections for the base period and each option year to include, but not limited to:Since the successful Offeror is no longer required to operate the fedrooms.com booking and informational site, what rationale can be used for hotels to pay the listing fees, commissions, incentives, and overrides to the successful Offeror? This same question also applies to advertising fees. Why does GSA require Offerors to include these revenues instead of just requiring a single source of revenue through the Vendor Fee to cover operations? The primary booking methods for the federal government are the ETS2 tools (E2 Solutions and ConcurGov) for civilian agencies, the Defense Travel System for the Department of Defense and by calling agency TMCs. Hotels that participate in FedRooms and DoD Preferred get their rates preferenced in the online booking tools.

This is the Federal Government's lodging programs have unique rate terms and conditions. Traditionally GSA and DoD is funded on a participation/use fee by its vendors to run its programs.

The federal government wants to understand and have our vendor partner be transparent in their business plan about how they plan to generate revenue, advertise, what they communicate and ask of the hotel vendor partners.

RFPE.5.3.2.b.75Revenue projections for the base period and each option year to include, but not limited to:With the elimination of the requirement to manage the fedrooms.com website, will GSA consider amending the referenced statement to simply state "Revenue projections for the base period and each option year"?See above response.
RFPE.5.5.76Funding ModelHow is the current 1.5% Contract Access Fee (CAF) collected from the participating properties? What is the total amount of CAFs that are currently past due (30 days) from the hotels? What is the total amount of CAFs from the hotels that were written off as uncollectable in FY23?We receive participation fee payments by check, credit card and various types of electronic fund transfers. The other questions ask for information that is proprietary.
RFPE.6.77The offer will be evaluated on the proposed revenue value using Attachment I: Proposed Funding Model TemplatePlease define "proposed revenue value"? Is this column F, H, or J in Attachment I?The total revenue value will reflected in column J. The offer will be evaluated on the Column J using Attachment I: Proposed Funding Model Template for the Base Period AND all Options. The Government will evaluate offers for award purposes by adding the total revenue for all options offered under FAR clause 52.217-8 and 52.217-9 to the total revenue for the base period requirement.
RFPE.5.5.76Funding ModelIs the CAF due to GSA calculated based on booked fees or paid fees? The CAF is calculated based off of paid fees. CAFs to GSA and DoD would be remitted on a quarterly basis.
RFPE.6.77Options. The Government will evaluate offers for award purposes by adding the total revenue for all options offered under FAR clause 52.217-8 and 52.217-9 to the total revenue for the basic requirement (base: FY25-26, options: FY27-29)Please define "total price" for all Options. Which rows and columns in Attachment I apply to "total price"?Modified wording to replace "Total price" with "total revenue" to be consistent with Column J in the Funding Model Template (Attachment I). Total revenue is Column J, all rows 8-16 (the option years FY27-29) and rows 2-7 are the base period (FY25-26)
RFPE.6.77The offer will be evaluated on the proposed revenue value using Attachment I: Proposed Funding Model Template AND Options. The Government will evaluate offers for award purposes by adding the total price for all options offered under FAR clause 52.217-8 and 52.217-9 to the total price for the basic requirementPlease align language between "proposed revenue value" and "total price" to clearly identify what Offerors will be evaluated on from a pricing perspective.Modified wording to replace "Total price" with "total revenue" to be consistent with Column J in the Funding Model Template (Attachment I).
RFPAttachment IFunding ModelIt would be helpful for GSA to add a Grand Total line to the appropriate columns to clearly identify the total price to be evaluated across the base and all options years.Added, see row 17 in the amended Attachment I.
RFPE.8.3.84For purposes of price evaluation, the Government will evaluate the percentage fee proposed in Attachment I Proposed Funding Model Template. Please define "percentage fee" as no column in Attachment I has this heading.Defined as Column E, Vendor Fee to Cover Operations (%). Amended RFP page 84 to reflect this change in terms.
GSA references that the sourcing process begins in December. Does this mean that RFPs are released in December? Can the GSA/DOD team elaborate further? When GSA per diems are released in August, sourcing for the next calendar year begins. The FedRooms and DoD Preferred RFPs are released. Bids are due around the end of September. Acceptances sent the week of Thanksgiving. Rate auditing begins around Dec 1. Rates must be loaded and ready for booking on Jan 1.
What percentage of participating properties seek to adjust nightly rates during the September-December calendar window, due to changed GSA Per Diem rates? This is generally dependent on the extent of the GSA’s per diem changes. In this last instance the majority of properties were impacted by the changes and sought to realize the benefit of the higher per diem rates.
To better understand finance and collection resource needs, do major chains (Marriott, Hilton, IHG... etc.) pay the Contract Access Fee centrally? Or, is the expectation that fees are paid at the individual property level? Most major chains typically pay centrally. We also receive payments from individual properties.
Based on TMC data, what percentage of bookings are correctly reported with an actionable rate-access code (three-digit ID that denotes FedRooms, DOD or other rate type)? An internal analysis was done looking at rate codes provided in calendar 2021. It is impossible to tell if what are "correctly reported" as this depends on TMC capture/reporting, potential use of auditing tools such as reshopping, etc. but we know that there were challenges receiving decipherable rate codes in TMC data for certain hotel brands (Hilton, Choice, Intercontinental were most notable when paired with TMCs using SAP Concur as their ETS2 tool) and when rate matching was applied about 15% of overall 2021 room nights analyzed matched the FedRooms nightly rate but the rate code was not transmitted or able to be interpreted as FedRooms.
Will TMC data be aggregated by GSA and then sent to FedRooms contractor? If so, would there be visibility to the source TMC at the transaction level? At this point, yes, TMC data will be aggregated by GSA working with ETS2 vendors and then sent to the FedRooms contactor. We will work with the contractor to parse out source TMC of the booking based on IATA number translation.
For the existing 12 TMCs, what is the frequency of transactions feeds? For example, does each TMC provide a weekly backoffice feed to GSA or Contractor on a weekly basis based upon ARC reporting?Currently, in the ETS2 environment, agency reservation booking reports are delivered to the GSA Lodging PMO on a quarterly basis. DoD reservation booking reports are delivered monthly. The GSA Lodging PMO is exploring how it can move in the same direction as the City Pair Program's monthly TMC data consolidation via third party data aggregator.
Will the GSA need any type of hierarchy-based reporting? If yes, is the GSA able to provide a hierarchy mapping of Government departments/agencies that would be mapped to fields available in the TMC and/or SmartPay data?Yes, the federal government desires hierarchy-based reporting in order to help consult with our federal agencies. Usually there is not a need to go more than 2 levels, sometimes 3. For ETSNext, there are efforts and sources to standardize and incorporate official agency mappings and designations but this won't be clean day 1 as there are dependencies on how data agencies are designated in SmartPay systems, HR systems, TMC mappings, etc. The federal government is committed to working with the award contractor to improve and decipher the level of breakouts and provide/research mappings where they are able.
Can we be provided with the full spec for the Smart Pay Bank transaction-level data feed that would be fed to the contractor? On page 142 of the SmartPay3 contract has the Lodging data elements:

https://smartpay.gsa.gov/files/sp3-master-contract.pdf

Will SmartPay data be transferred from the GSA or directly from the banks? What is the current frequency and cadence of data transmission?Monthly feeds of SmartPay data will be transferred from the banks to the contractor. Once award is made, GSA will work with the awardee, the SmartPay program office and the banks to establish a secure connection.
Is the current contractor using vendor-sourced production reports(vendor refers to hotel chains)? Our solution and data module can ingest and use vendor-sourced production reporting to improve overall data and deliverable quality. Does the GSA see any reason why we could not receive and utilize vendor-sourced data? The federal government appreciates anything that can increase the overall data quality. If this is a common practice in hotel, the federal government would need to better understand what is being sent in the commercial space and ensure that PII or security considerations are not violated.
Funding model numbers suggest a 100% compliance to FedRooms/DOD Preferred rate usage. In conversations, we've understood that FedRooms/DOD rates were being booked only 61% of the time at participating properties. Do we correctly assume that the funding model is, indeed, using a model that assumes 100% compliance to rate code usage? In the funding model attachment, the forecasted room revenue is based on historical room revenue for FedRooms and DoD Preferred, not a 100% compliance to FedRooms rates. If FedRooms and DoD Preferred rate attachment was improved, that number would indeed go up.
Do the hotel production forecasts in Attachment I (Proposed Funding Model) assume additional adoption of FedRooms/DoD rate codes? Or do the forecasts assume no movement in baseline?Yes, assumes continued growth of FedRooms and DoD Preferred utilization.
Because data normalization across data types is complex, we believe that there will be mandatory reporting fields needed from the GSA's TMC partners, to deliver the highest quality results. Does the GSA have a list of mandatory fields that it expects from it's TMC partner reports? If not, can we get a list of fields currently provided by TMC partners? In the current environment, we recieve quarterly transactional outputs from the ETS2 vendors, we do not own the direct partnership between the TMCs and ETS2 in most cases. The current mandatory data fields have been added an attachment. With ETSNext, GSA should have more control as GSA is creating the templates for the TMC Master Agreements.
Within the Smart Pay data spec, is there any field that indicates if travel is driven by registered meetings or transient needs? No field provides this indication.
To not overstate volumes, does GSA require TMCs to identify voided/cancelled hotel reservations and/or invoices? No, this is not a requirement.
To properly build the data aggregation SOW and understand the complexities of building the preferred hotel databases and benchmarking modules, can GSA and DoD share their current preferred hotel directories? The directory is proprietary information to our current contractor.
To identify the extent and availability of data element redundancy and to deliver continuous improvement opportunities, if handled correctly, are there scenarios whereby PII data might be made available to the contractor? PII data may be essential to delivering the highest quality output across multiple sources. For example, the presence and visibility of an email address in reporting sourced from TMCs, Vendors and SmartPay is likely valuable in helping to normalize data, most notably in recognizing duplicate reservation values. Furthermore, it would unlock trends around individual booking patterns which might influence FedRooms/DoD Preferred strategies. Examples of relevant PII data could include e-mail address, traveler name or employee number. We understand the value of PII in terms of data element redundancy. As a general practice, GSA avoids sharing PII with 3rd party vendors but will review any business case presented on a case-by-case basis.
For clarity, any transmission of PII data would be securely handled to the complete satisfaction of GSA. PII data would be used for the sole intent of mapping and de-duping data between sources. We understand the value of PII in terms of data element redundancy. As a general practice, GSA avoids sharing PII with 3rd party vendors but will review any business case presented on a case-by-case basis.
Would the reporting and analysis commence upon the date of implementation? Or would the contractor be expected to obtain and normalize a historic feed of +/- 12 months as a baseline for comparison? It would commence upon the date of implementation. There will be some historic data provided (i.e. 2024 accepted properties) but there is not an expectation to normalize historic data.
Just for further clarity, does SmartPay data itemize hotel charges by “daily rate” vs. taxes and fees? This becomes most important for bookings made and stayed that don’t tie back to TMC data. The federal government is reliant on level 3 data being passed from the hotel to the SmartPay3 banks. Not all hotels provide level 3 data. Level 3 data is commonly understood to be the best source for taxes and fees paid.
QMCB24R0001_Government-wide_TDY_Lodging_Solution 2.0_RFP_2023-01-03D.4 PRICING SCHEDULE30The Government anticipates continuing with the same or similar self-funding and revenue generating model. As such, the offeror shall propose a funding model to recover its operating and marketing costs inclusive of a 1.5 percent fee to be remitted and allocated between the General Services Administration (GSA) and the Department of Defense (DoD) on a quarterly basis by the Contractor.Has the Government taken any steps to socialize the increase in the cost for participation within the hotel industry? The participation fee increase reflected by the government's 1.5% share alone is in excess of 100%, which will result in the participating hotels bearing the full financial burden for developing the government’s desired data consumption capabilities. This approach is in direct contradiction with the prior messaging socialized with the hotel industry that the fee to participate would be reduced from the historical 2.75% as an incentive to encourage more hotels to participate in the program.Socialization of contract changes including a fee increase will occur at GovTravels in February and our annual Hotel Council in May.

Property GPS CoordinatesYou have specified that Master Hotel Property Information be included on 7 property level reports. Did you really intend that all these Self-Certified elements and the Property GDS Coordinates which are included as Master Hotel Property Information be included on each delivery instance of all 7 reports? The federal government is assuming that the vendor will be maintaining a master hotel property information database. When a report at a property level is received, once the hotel is matched/identified the same information can be transmitted on each report where matching takes place such as coordinates, Self-Certified Small Business status, etc. This should allow for improved analysis and being able to slice and dice each property level output.
