About this file

This is a Blanket Purchase Agreement (BPA) issued by the U.S. General Services Administration for marshalling services pursuant to FAR 13.303. The single-award BPA is established with a supplier to be named and becomes effective June 1, 2026, running through May 31, 2027 as the base period, with four optional 12-month renewal periods extending through May 31, 2030. The supplier will furnish marshalling and associated support services as detailed in the incorporated Statement of Work dated February 23, 2026, when ordered by GSA Contracting Officers. The maximum dollar amount for any single purchase under the BPA is $500,000, though lower amounts may be established for specific positions. Pricing is established in the attached Schedule of Services dated February 23, 2026, with automatic price adjustments occurring at each option period exercise based on a fixed escalation rate agreed upon at award. Additional price adjustments for Vehicle Movement Contract Line Item Numbers (CLINs) are permissible only when requested by the contractor and approved by the Contracting Officer, with the CO evaluating fuel prices, transportation services price indices, and labor compensation costs when making determinations.

Orders may be placed telephonically, in person, or on standard government forms (SF1449, OF347, GSA300) and must include the BPA number, order number, date, specific line items and quantities, and unit and total prices. Invoices must be submitted monthly at minimum, with the option for more frequent billing by mutual agreement with the Contracting Officer Representative (COR). All invoices require COR approval prior to submission through the Treasury Department's Invoice Processing Platform and must include contractor information, invoice details, order number, line item descriptions with quantities and unit prices, vehicle marshalling listings, storage calculation dates, payment discount terms, and defective invoice contact information. Payment is via Electronic Funds Transfer through the System for Award Management. Either party may cancel the BPA with 30 calendar days' notice, though cancellation does not relieve the supplier from completing existing orders. The agreement incorporates six attachments including clauses, Statement of Work, priced Schedule of Services, DOL Wage Determination #2015-5507 REV 27, IT Security Procedural Guide, and Vendor Response Document. Service Contract Reporting via SAM.gov is required for contracts with estimated values of $500,000 or greater, and contractor performance will be evaluated through the Contractor Performance Assessment Reporting System (CPARS).
