About this file

This document is Standard Form 30, Amendment 0001 to solicitation 47QMCA26Q0058, issued by the GSA Office of Shared Services Delivery Fleet Acquisition Support. The amendment is effective July 15, 2026, and addresses the Telematics Japan Installations program. The purpose of the amendment is to provide the government's responses to five vendor questions and to attach details on the number of telematics installations per location for the first year.

Key clarifications from the government responses include: the 560-unit estimate applies to installations at either government bases or private facilities, with an optional 280 units for additional devices above the 560; minimum quantities per delivery order are determined by vehicle availability in batches and government customer coordination preferences, with known first-year installations detailed in Attachment 2; the telematics provider supplies all GO9 telematics devices and universal T-harness kits with zip ties included, requiring no additional miscellaneous hardware costs from the vendor; the government will coordinate with the vendor to determine optimal device installation volumes per location to manage travel and operational costs; and the $350,000 government estimate represents the not-to-exceed amount for each individual order placed under the Blanket Purchase Agreement (BPA), not a three-year total, with orders to be placed annually or as required over the 29-month BPA performance period. The amendment indicates no contractor signature is required, and offers must acknowledge receipt prior to the deadline specified in the original solicitation.

Question # Section/Paragraph Reference (e.g., SOO) , Par V. Offeror Question Government Response

1 Section 2 Schedule of Services

For calculation purposes, is it safe to assume equal number of vehicles for each location adding up to 560 total for Gov Facility and 280 for private facility?

The 560 estimate is for the installation on a government base or at a private facility. The optional 280 provides for the possibility of additional devices (above the 560) to be installed a government base or private facility. Regarding private facility installations: We expect the Vendor may have access to some new vehicles before they are delivered to government locations. We also understand that some Vendor private facilities are in relatively close proximity to government bases, and vehicles could be easily driven to the

Vendor for device installation. Definition of Optional is only if the

Government has a need for additional quantities to issue a new order.

2 Section 2 Schedule of Services

What is the minimum quantity of vehicles per each location or region per each delivery order?

Please see Attachment 2 for known telematic installations for the 1st year. We do know there will be additional retrofit installations in the

1st year, however we do not have those specific quantities nor locations. We will coordinate telematic installations, so all vehicles requiring telematics are available at the same time. For example, the 25 retrofits identified for Sasebo will be coordinated with the

Navy customer to all be installed at the same time.

3 IV Background

Does the Telematics provider for the GO9 telematic include bundle harness, zip ties and other miscellaneous needed to install the device?

If not should we include these costs in the pricing?

GSA telematics provider will provide all GO9 telematic devices as well as the universal T-harness kit to include provided zip ties

4 V. Performance Objectives.

Travel in Japan could be expensive and adding air, accommodation, and per diem could inflate the cost of installation per unit. Are there set minimum number of vehicles per order per location?

Generally new vehicles are delivered in batches, and vehicles identified for retrofits are also identified as a group of vehicles.

Additionally, government customer's have a high preference to coordinate installation devices all at the same time when possible.

Accordingly GSA can coordinate with the Vendor to determine the optimal device installs per location.

The BPA period of performance is expected to be two years and five months (29 months). The government estimates but does not guarantee that the total volume of purchases under the BPA will be

$350,000.00.

The Government estimate of $350,000, is this amount for the entire project for three years and does it include the options (Private Facility)

The estimate of $350,000 is the not to exceed for each order placed under the BPA. The Government estimate is the amount of each order placed under the BPA. There are no options under the BPA however, the orders will be placed annually or as required.
