About this file
This is a Questions and Answers (RFIs) document for Sources Sought 47QMCA26N0013, addressing inquiries related to GSA auction and vehicle marshalling services.
The document clarifies operational procedures for the contractor's role in payment collection, vehicle transportation, and repair services. Payment collection requires the vendor to facilitate multiple payment methods (credit card, wire transfer, certified check) and perform active processing, including verification and tracking. Cash and cashier checks are deposited into the vendor's business account with subsequent wire transfer to GSA, substantiated by documentation to the Sales Contracting Officer's Representative. Check processing and fund distribution to GSA must occur as soon as possible. Vehicles originate from multiple suppliers throughout CONUS and are shipped to the vendor. Pre-auction repairs performed by third-party shops are paid by GSA's Maintenance Control Center, while repairs performed by the contractor are paid via applicable Sales Contract Line Item Numbers. The document indicates a solicitation is tentatively scheduled for posting to SAM.gov in March for contracted services expected in April 2026. FedFleet 2026 Training Event (January 26-27) will provide general GSA Fleet program overview with some auction and marshalling service information, though specific training will be provided to the awarded contractor. The document confirms that vendors expressing interest in the Sources Sought posting will receive notification when the subsequent solicitation posts to SAM.gov.

Q1.Assuming most payments are conducted via the GSA auctions electronic payment system, what is meant by the requirement to "Facilitate and perform payment collection process?"
A1.
● Facilitate:This implies setting up and managing thesystems and procedures necessary for payment collection. This could involve:
● Providing payment options:Offering acceptable methodsof payment (e.g., credit card, wire transfer, certified check).
● Communicating payment instructions:Clearly informingwinning bidders how, when, and where to make their payments.
● Troubleshooting payment issues:Assisting bidderswho encounter problems making payments.
● Providing necessary documentation:Supplying bidderswith invoices, receipts, and other relevant paperwork.
● Perform:This means actively carrying out the payment collection process. This could involve:
● Verifying payments:Confirming that payments have been received and are for the correct amount.
● Processing payments:Handling the received payments according to established procedures (e.g., depositing checks, processing credit card transactions).
● Tracking payments:Maintaining accurate records of payments received, outstanding balances, and any payment-related issues.
● Following up on late payments:Contacting bidders who have not made timely payments and taking appropriate action to collect the outstanding balance.
Q2. Are payments by cash or check to be forwarded to the GSA, or processed by the vendor?
A2. Cash(to include cash wires) and check(cashier checks) would be deposited into the vendor's own business account, then the amount for payment to GSA would be wired to the GSA account. They would substantiate this action with a copy of the wire sent to the Sales Contracting Officer’s Representative.
Q3. If checks are processed by the vendor, what is the expected turnaround time for funds to be distributed to the GSA?
A3. The expectation would be that the checks be processed and turned around as soon as possible given that the full complement of funds would need to be included in the wire to the financial institution.
Q4. What are the original locations of the vehicles to be transported to the vendor?
A4. The vehicles are shipped from the CONUS from various suppliers. They do not come from one single supplier and/or location.
Q5. If pre-auction repairs are deemed to be advantageous, how are repair costs transacted (if done by a 3rd party shop)?
A5. Repairs are paid based on who performs the work:
- Subcontractors/Other Companies: Paid by GSA's Maintenance Control Center
(MCC).
- The Contractor: Paid via the contract using applicable Sales Contract Line Item Numbers, provided the contractor can perform the repair.
Q6. If contracted services are expected for April 2026, what could be the timeline for potential IFB/RFPs?
A6. The timeline is an estimate, but a solicitation is tentatively scheduled to be posted to SAM.gov in March.
Q7. How relevant is the content of the FedFleet 2026 Training Event on Jan 26-27 to GSA auction vendors?
A7. FedFleet 2026 will provide a comprehensive overview of the GSA Fleet program. There will be some information about auction and marshalling services.
Q8. Are there other trainings that are more relevant to auction vendors?
A8. Any necessary training will be provided to the vendor who is awarded a contract under the upcoming solicitation.
Q9. If a local vendor offered high resolution or 360 images of vehicles that aren't available from the current vendor, could that increase the likelihood of IFB/RFPs arising in the future?
A9. No.
Q10. Can I be notified if there are subsequent IFB/RFP/RFQs initiated related to this RFI?
A10. Yes, any vendor expressing interest in the Sources Sought posting will be notified when the solicitation is posted to SAM.gov.
