Ques # Document Reference (e.g., Detailed Description)

Section/Paragraph Reference (e.g., Sec 1, Par 2.1.3)

Offeror Question Government Response Question Received from Zone:

RFP Detailed Description Sec 1 - SOW 2.1.2.2.3 This section states "License plates and GSA Fleet services cards must be returned to GSA, in accordance with GSA guidance. Shipping costs will be borne by the Government and invoiced to GSA." Can you be more specific as to how this is to be done and how payment is made?

GSA will provide prepaid mailing labels 3

RFP Detailed Description Sec 1 - SOW 2.1.3, 2.1.4, 2.2.7 and 3.2.1 (eVAF references)

Occasionally vehicles are delivered without the Electronic Vehicle Accountability Form.

Will there be provisions to ensure the eVAF is provided via GSAFleet.gov or through the FSR to enable us to comply with these requirements?

eVAFs will be automatically emailed to Marshallers and future updates will allow for searchable eVAFS

RFP Detailed Description Sec 1 - SOW 2.1.7.2 and

2.2.5.2 and Pricing Spreadsheet line item 8.

These sections require charging of EVs to 100 miles. If an EV arrives without an accompanying charger cord, how will the cost of the replacement cord be reimbursed?

Line Item 8 covers the cost of charging, but the cord could add $100 - $500 for any one vehicle and would not be priced into this line item as it is structured in the pricing spreadsheet.

All GSA new EV orders will require any charging cables to be delivered with the vehicle

RFP Detailed Description Sec 1 - SOW 2.1.8.3.1 This section addresses vehicle movement greater than 50 miles with a 5 business day requirement. Will the Government consider an additional category for transporting greater than 250 or 300 miles with an additional 2 or 3 days to enable greater reach in larger states/zones?

Another category will not be added, however, FAR clause 52.212-4(e) provides for excusable delays caused by an occurrence beyond the reasonable control of the Contractor.

RFP Detailed Description Sec 1 - SOW 2.2.9. Sale Vehicle Decommissioning and Equipment Disposal, subparagraph 2.2.9.3.3.

This section states, in part, "For returned equipment, the shipping cost will be borne by the Government." My question is how will this be billed since line item 26, which covers SOW 2.2.9, is priced as a labor hour rate with no consideration for shipping charges?

GSA will provide prepaid mailing labels 3

RFP Detailed Description Sec 1 - SOW 2.3.7.1.2 This section requires credit card payments to be processed through a GSA designated system. Currently that system does not allow charges in excess of $24,999/day. This limitation greatly slows down sales processing. Would the Government consider raising, or eliminating, this limitation?

GSA is required to follow this credit card payment limitation, which is set by the U.S.

Department of the Treasury.

52.204 Representations Section d. “Representation” We would like clarification on what this document is referencing. We can help install and remove telecommunication and video surveillance equipment but we do not PROVIDE this equipment. So for this form, would it be appropriate to mark that we do NOT provide or use ill not provide covered telecommunications equipment or services?

Will that disqualify us if we do not provide that equipment?

The representation at 52.204-24 is required as prescribed in FAR subpart 4.21 and it references the prohibitions of section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019. This law prohibits the Government from obtaining prohibited telecom and Government contractors from using prohibited telecom.

Estimated5YRVehicleVolumes If a bidder wishes to perform cross-zonal work, but has a facility in only one of the zones, is the only proposal required to be the one in which the facility is located? We are referring to the possibility of transporting vehicles from one zone to another and the proposal requirements in such a situation. For example, if we have a facility in New Mexico (Zone 3) but are receiving vehicles from Arizona (Zone 4) for the purpose of marshalling and/or sales at our Zone 3 facility, do we need to propose against the Zone 4 solicitation in addition to the zone 3 solicitation?

Proposals should be submitted with respect to the zone in which their facility is located. GSA determines where vehicles are sent.

Location Spreadsheet If a bidder wishes to perform cross-zonal work, but has a facility in only one of the zones, and is required to prepare two proposals, how do they address the Location Spreadsheet questions for the zone without the facility? If the answer to previous question were to be yes, then this question is trying to determine how we would complete the location spreadsheet when we don't have a facility in Zone 4.

Proposals should be submitted with respect to the zone in which their facility is located. GSA determines where vehicles are sent.

Location Spreadsheet Column K requires us to enter the number of vehicles. Is there a qualifier to go with this number such as per day, per month, etc?

Marshalling capacity is determined by the vendor by per day, week or month. 3

Location Spreadsheet Column L requires us to enter the number of vehicles. Is there a qualifier to go with this number such as per day, per sale, per month, etc?

Sales capacity is determined by the vendor by per day, week, or month. 3

Pricing Spreadsheet Line Item No. 21 - This item is for pricing Notary Services but it references SOW 2.2.9.

Should this be SOW 2.1.9 instead?

Yes. It should reference SOW 2.1.9. 3

Pricing Spreadsheet Line Item No. 23 - This item includes digital imagery in the verbal description. Should it also include SOW 2.2.6 in the list of SOW references?

Yes. It should also reference SOW 2.2.6. 3

Location Spreadsheet Our company is a nationwide online auction company. We have access to certain location areas which could fulfill the requirements of this proposal for services pertaining to vehicle marshalling, intake, releasing, auctioning, etc. However, we do not currently have locations that would fit into all the areas identified in Zone 3 and Zone 4 (locations we have interest in). Can we submit our response with the specific locations we have and will an award be possible to occur just to certain locations within a zone?

There is no minimum or maximum number of locations required to be proposed. 3

Location Spreadsheet We have locations in some areas that are identified in Zone 3 and 4 but not all locations. Can we place a bid with a notation that “upon award of the contract” we can obtain lease agreements in specific locations that could meet the area locations identified in Zone 3 and 4?

The contractor must be the owner or legal lessee of the facility at the time of site survey.

Past Performance Questionnaire How many past performance questionnaire from our current clients would be sufficient to send over as part of our response?

The questionnaire is required for each of your corpororate project experiences that you identified in Volume 3, Tab A. If you described 2 projects in Tab A, then you should include 2 past performance questionnaires in Tab B. If 3 then 3, and so on.

Is it possible to submit multiple proposals offering different services? For example, we may have one proposal that offers our current locations and prices available within a zone. However, we may have interest in submitting another proposal with an “expansion” option that if the contract is pending award, we would look to acquire other facility locations in order to perform services?

You may submit alternate proposals. All proposals must conform to the solicitation and will be evaluated accordingly. The contractor must be the owner or legal lessee of the facility at the time of site survey.

If we are not awarded the entire contract, is there a way that we can receive information about who is the awarded contractor and potentially work with them as a sub contractor to provide certain services that we specialize in, such at the administration portion with website and marketing as well as transportation services?

Award notices will be posted to SAM.gov. You can search for them using the solicitation numbers.

What is GSA currently paying for these services? While total contract values are publicly available in USAspending.gov, individual line item pricing is not.

Other Federal Agencies vehicles are not sold exclusively online. Agencies can opt for value-added services through GSA's Office of Personal Property Management. Value added services include live auction, transportation, storage, maintenance and vehicle reconditioning. Information on this program can be found .

3Can you tell me if the solicitation for Marshalling and Sales Services includes Other Federal Agencies vehicles? They handle the sale of their vehicles exclusively online and I am trying to discern when bidding on your services if it also pertains to their services. here

File details come from the government source that posted it. Updated .
