About this file
This is a pre-solicitation conference presentation for GSA's 2025 Wheelchair Accessible Van Program (Solicitation 47QMCA-24-R-0034), outlining the requirements, process, and key details for potential vendors. The presentation covers the acquisition process, proposal preparation, engineering requirements, quality assurance, and GSAFleet.gov system instructions.
The solicitation is a 100% small business set-aside for wheelchair accessible vans, structured as an IDIQ contract with a 60-month period of performance and annual open seasons. Key dates include: Draft Solicitation posting on November 20, 2024; Final Solicitation posting on December 13, 2024; Questions deadline on December 20, 2024; Solicitation closing on January 16, 2025; and anticipated award in March 2025. Multiple awards are expected. The program includes full-size and compact wheelchair vans with various configurations (2-3 wheelchair positions, rear/curbside lifts, electric/hybrid options). Vendors must submit proposals in three volumes (Administrative Requirements, Technical Proposal, and Price Proposal) via FedConnect, with pricing and technical data entered through GSAFleet.gov. The program includes new features like GSAFleet.gov contract management capabilities and an 888E process to accelerate electric vehicle adoption.

Bid Management GSAFleet.gov Bid management enables Vehicle Suppliers to offer products in response to a GSA Fleet issued solicitation. Bid Management allows Vehicle Suppliers to identify how their products will adhere to, or satisfy, GSA Fleet Federal Vehicle Standards.
Wheelchair program participants must use GSAFleet.gov to create and place a bid in response to a solicitation.
Bid Management Key Changes ❏ Vehicle Suppliers will enter pricing and vehicle specification data as a part of the bid.
❏ GSA will no longer provide Vehicle Suppliers a bid template. Instead, Vehicle Suppliers will now create bid templates within GSAFleet.gov.
❏ Automated line item creation based on Vehicle
Supplier Pre-Bid intentions expressed during the Federal Vehicles Standards
❏ Additional line items can be created from the bid dashboard
Bid Management Improvements ❏ Increased Data Integrity ❏ Ability to provide clarifications and technical exceptions at many levels ❏ GSA Fleet engineers can dictate the type of responses acceptable for any minimum requirement Vehicle Supplier responses.
