About this file

This is an industry day presentation for the GSA Wheelchair Accessible Light Vehicles Program Open Season solicitation (47QMCA24R0034) scheduled for Model Year 2027. The presentation outlines the automated Open Season process conducted through GSAFleet.gov, which allows existing contractors to update pricing and specifications for new model years, propose new vehicle models, and enables new offerors to submit proposals for models not currently on contract. Critical dates include Vendor Pre-Bid Intentions from March 30 to May 15, 2026; Open Season Industry Day on May 27, 2026; Open Season Round 1 from June 1 to July 30, 2026 (when vendors must input pricing and technical data); Round 2 from August 31 to October 2, 2026; Round 3 from October 22 to November 12, 2026; and ordering availability beginning December 14, 2026. The GSAFleet.gov Bid Management module opens June 1, 2026, and closes July 30, 2026, at 3:00 PM EST.

All submissions must comply with Federal Vehicle Standards 307BF and six additional wheelchair-specific standards available on GSAFleet.gov. Vehicles must be commercially available with realistic shipment timing not exceeding 365 days after receipt of order. New offerors must submit full proposal documents per the RFP (Sections F and G) and undergo full evaluation for responsiveness, responsibility, and technical acceptability. The program is administered by GSA's Heavy Vehicles Division with contracting officers Sharon Hamer, Pamela Dail, and Brandon Scharschell. Vehicle suppliers require GSAFleet.gov system access, which GSA must initially create; suppliers then manage their own accounts and user roles. The presentation emphasizes using GSAFleet.gov for all bid management, contract administration, order management, and reporting functions, with support available from GSA's Supplier Sourcing and Catalog Branch for market research, make/model evaluation, option conflict analysis, and technical evaluation.

Federal Vehicle Standards

New way to access Federal vehicle standards

For vehicle suppliers interested in bidding on a standard item, the most efficient way to access and participate in the Federal vehicle standards process is by expressing interest early. This is best achieved by adding specific make and model combinations during the designated Federal Vehicle Standards commenting period. While it is possible to submit make/model information during the bidding phase, doing so during the comment collection period is highly recommended, as it allows GSA Engineering to review and pre-approve these combinations in advance.

GSAFleet.gov Bid Management Bid Management enables Vehicle Suppliers to offer products in response to a GSA Fleet issued solicitation.

Bid Management allows Vehicle Suppliers to identify how their products will adhere to, or satisfy, GSA Fleet Federal Vehicle Standards.

Bid Management Highlights GSA will no longer provide Vehicle Suppliers a bid template; instead, Vehicle Suppliers will now create bid within GSAFleet.gov Ability to copy data from one line item to another Current vendors can import data from an existing contract or a previous bid, if applicable Ability to provide clarifications at the line item, equipment code and engine and fuel level Must enter technical exceptions within the system

Clarifications at different levels
