GSA Fleet Auction and Marshalling Services - Virginia Beach, VA

Solicitation No: 47QMCA24Q0004

Ques # Offeror Question Government's Response

1 Perform telematics device installation – presume this is a fleet tracking device.

Does this come with the vehicle or are we expected to purchase and install.

What is the process?

Telematics devices will be sent to the vendor as vehicle orders are placed by GSA. The vendors responsibility is secure storage and installtion of devices

2 Are any automotive “sales” expected to be completed by us as the Marshalling service?

Yes

3 Do we need to hold a Dealer License? Vendor must adhere to state regulations as it pertains to Dealer License.

4 “Perform custodial and sales preparation services to facilitate auction house sales of GSA exchange lease vehicles”. – Please explain this process further.

There may be instances where a "marshaling only" vendor acts as a sales custodian. In those instances the vendor would be responsible for coordinating the reconditioning of the vehilce prior to sale, and working with an auction house to facilitate the public inspection, sale, and release of the vehicle.

5 How are vehicle appointments made? GSA uses a system called VFE (Vehicle Fleet Exchange) where appointments are scheduled virtually. Vendors are notified of appointment dates and times via Email. Vendors will also have limited access to the VFE system to see upcoming appointments

6 What is the disposal process for old plates? GSA will provide a shipping label and address to return old plates for destruction.

7 Are we expected to have a charging station at our location? Most GSA vehicles are ordered with a 110V stage 1 Charge that works with any standard plug. Electric vehicles are delivered to Dealerships first, in most cases, to be charged prior to being sent to the marshaling facility. The vendor is resonsible for maintaining a minimum level of 75% charge while in possession of the vehicle

8 How many vehicles can we be expected to store at one time? We work with our customers to try and have vehicles picked up promptly, at any given time you could have 0 - 100 vehicles on the property, with 100 being very extreme/rare

9 What is the process for vehicles that are turned in? Are we expected to deliver these vehicles to an auction location? Where are the auction locations?

This RFQ is for both auction and marshalling services. The vendor would conduct all required services.

10 Where else may we be asked to deliver/pick up vehicles? Vehicles may need transportation to/from local dealerships or maintenance facilities. In rare cases vehicles may also need tranportation to/from a customer location.

11 Do we need any specific software programs to handle this process? GSA does require the use of agency provided web tools.

12 Are we able to limit the vehicles we receive to light duty only? No

13 Can we sublet any part of this RFI? Subcontracting will be considered with an approved subcontracting plan.

14 Do we need an Automotive Sales License or DMV access? Vendor must adhere to state regulations as it pertains to automotive sales licensing.

15 Do we need any access to local Auction software? Yes

16 Are we able to bid for TIER III only? Prices must be received for all CLINs noted on the schedule of services. If your quote does not fulfill all requirements of the statement of work, it will be found to be technically unacceptable.

17 Are we able to bid for TIER III Type 1 vehicles only? Prices must be received for all CLINs noted on the schedule of services. If your quote does not fulfill all requirements of the statement of work, it will be found to be technically unacceptable.

18 Is any training available prior to the start of the contract, for both administration and technical processes?

GSA will provide training materials on all aspects of contract requirements, as well as in person help/training to help ensure a smooth start to operations

19 Are we able to utilize our own facilities for repairs needed under Tier IV Yes, GSA will direct repairs as needed to the vendor

20 Is the eIMS a particular software provided to the contractor or is the contractor required to obtain it’s own software per the RFI?

The current industry standard for eIMS is AutoIMS. This is not mandatory though, as we do accept other digital means as approved by a Contracting Officer Representitive (COR)

21 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

There was an incumbent. Contract #47QMCA20D003M
