Statement of Work for

Estimating Guide

Solicitation #:47QMCA23Q0014

Date: July 17, 2023

1. Background

GSA’s Office of Motor Vehicle Management has a requirement for web-based repair and collision estimating guides for light and medium/heavy duty vehicles. The guides are to support call center technicians in the evaluation of labor hour and part estimates for automotive repairs and collision repairs from third-party vendors.

2. Requirements

The contractor must provide web-based repair and collision estimating guides as described herein for light and medium/heavy duty vehicles. GSA is classifying vehicles by Department of Transportation (DOT) standards:

● Light duty vehicles: Sedans, Station Wagons, and Class 1 thru 3 Trucks

● Medium duty vehicles: Class 4 thru 6 Trucks

● Heavy duty vehicles: Class 7 and 8 Trucks

Users must be able to access the online product through a web browser without installation of other software on the users' local machine. The web-based solution must function in the following internet browsers:

● Microsoft Edge , and

● Google Chrome

Service coverage must include the US (50 states) and Puerto Rico.

Online tutorial or webinar training must be made available to users.

Customer service must be staffed during the contractor’s normal business hours, Monday through Friday, excluding Federal Holidays. A toll-free phone number is required for users who need assistance with the system. Customer service representatives must be familiar with the web-based repair and/or collision guide(s) and assist users promptly and thoroughly at no additional charge.

2.1. Website Functionality And Security

The product must include keyword searches to allow quick access to the necessary information.

Users must be able to use the product with minimal training. This includes minimal drill down access (less than 5 clicks once a vehicle is selected in the system for viewing) to all vehicle information such as fluid capacities, tire information, etc.

The contractor must adhere to all security-related laws, requirements, and regulations that bind the government. Contractor personnel involved in the management, operation, programming, maintenance, and/or use of information technology must be aware of these responsibilities and fulfill them. The contractor must comply with the GSA Information Technology (IT) Security Policy, and all other GSA administrative, physical, and technical security controls to ensure all of the government’s security requirements are met.

2.2.1 Model Coverage Required by Guide

The following vehicle model coverage by guide is required:

The product must provide coverage for all light duty vehicles from Model Year 2013 to present and maintain a minimum of 10 model years. At a minimum, the following Original Equipment Manufacturers (OEM) must be included: Fiat Chrysler Automobiles, Ford, General Motors, Honda, Hyundai, Kia, Tesla, and Toyota.

Part Price Estimating Guide For Medium/Heavy Duty Vehicle Repairs

The product must provide coverage for all medium/heavy duty vehicles from Model Year 2007 to present and maintain a minimum of 15 model years. At a minimum, the following Original Equipment Manufacturers (OEM) must be included: Chevrolet, Ford, Dodge, International Trucks, Freightliner, Navistar, Sterling and GMC.

Additional OEM coverage desired: Arboc Mobility, Autocar, Blue Bird, Carter Champion Bus, Chrysler, Colonial, Dorsey, El Dorado, Fontaine, Fruehauf, Glaval Bus, Goshen Coach, Great Dane, International Bus, Isometrics, Jerr- Dan, Kalyn, Kenworth, Krystal, Landoll, Mack, MCI, Mobile, Peterbilt, Startrans, Strick, Supreme, Thomas Built Bus, Toyota, Trail Mobile, Transcraft, Transtech, Volvo, Westmor, Wheeled Coach, White, Wisconsin, and Workhorse.

Labor Hour Estimating Guide For Medium/Heavy Duty Vehicle Repairs

The product must provide coverage for all medium/heavy duty vehicles from Model Year 2007 to present and maintain a minimum of 15 model years. 3. Period of Performance

The contract period of performance is one 12-month base period with four 12-month option periods.

4.1 Low Impact Software as a Service (LiSaaS) – IT Security and Privacy Requirements

To be considered for the award, the contractor must comply with GSA IT's Low-Impact SaaS (LiSaaS) review. The successful vendor will need to ensure any software-as-a-service provided under this contract meets GSA security and privacy requirements prior to invoicing the government for services received under this contract. This includes working with GSA to ensure the Software-as-a- Service (SaaS) passes the current Low-impact-software-as-a- service (LiSaaS) approval process, as outlined in GSA IT Security Procedural Guide 16-75, Rev 5 “Security Reviews for Low Impact Software as a Service (SaaS) Solutions” The review process is made up of two main parts:

Voluntary Product Accessibility Template (VPAT) for 508 accessibility and security scanning/process reviews. These reviews are detailed in Section 3 of the aforementioned GSA IT Security Procedural Guide 16-75, Rev 5 “Security Reviews for Low Impact Software as a Service (SaaS) Solutions” which is provided as a supplement to this SOW.

Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L.

105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities.

5. Other Terms and Conditions

5.1 Government Point of Contacts

Contracting Officer Representative (COR) The COR will serve as an interface between the contractor and the CO. The contractor can provide questions or other clarification requests to the COR who in-turn will contact the CO. This COR may provide technical advice, recommendations, or clarifications for the contractor to perform the work specified in the contract. The COR is the point of contact through whom the contractor can relay questions and problems concerning contract requirements to the CO. The COR is prohibited from issuing any instruction which would constitute a contractual change. The COR shall not instruct the contractor how to perform. If there is any doubt whether instructions contemplated fall within the contract requirements, the contractor shall contact the CO for guidance if required.

Contracting Officer (CO): The CO is the only person authorized to make or approve any changes to any of the requirements of this contract. 5.2 Invoice Submission

The Contractor may invoice for items or services upon their delivery. Billing and payment must be accomplished in accordance with the contract/order terms and GSA payment procedures.

Initially, the Contractor must submit a copy of each invoice to the following individuals for review and approval. This review will ensure that the invoice is compliant with the terms of the contract and that the goods or services listed on the invoice have been received and accepted.

Following review of each invoice, the CO will notify the Contractor that the invoice is (1) approved for payment or (2) requires correction.

Once approved, either initially or following corrections, the Contractor must submit the invoice to the GSA Finance Office through the Department of Treasury’s, Invoice Processing Platform (IPP) web portal, https://ipp.for.fiscal.treasury.gov/ and then click on “Collector (Supplier)”.

The funding reference to use when submitting invoices in IPP is the Procurement Instrument Identifier (PIID) located in block 4 of the SF 1449.

Once invoices are submitted by the Contractor, the Government will make payment after verification that the goods or services listed on the invoice have been received and accepted.
